About the position

The Assistant Director of Finance for the Cardiology Division at the University of Rochester plays a crucial role in directing a variety of financial activities, including accounting, financial analysis, audit, tax, credit, and collections. This position is responsible for developing and evaluating financial plans and policies, establishing and maintaining accounting, financial, and reporting policies and controls, and providing leadership to the administrative staff. The Assistant Director has accountability for the performance and results of the administrative team and is tasked with developing division plans that encompass business, production, operational, and organizational priorities. This role also involves controlling resources and policy formation within the area of responsibility and providing input to functional or departmental/divisional strategy. The responsibilities include overseeing, developing, and monitoring the Operating and Capital Budgets for the Cardiology Division, which represents over 500 faculty and staff. The Assistant Director coordinates the completion of the Medicine Cardiology Provider File, which includes over 70 faculty and more than 100 Advanced Practice Providers (APPs), and communicates with clinical leadership as necessary. Ongoing monitoring of budget variances is essential, as is explaining revenue and expense variances and implementing corrective actions as required. The role also involves developing Business Improvement Plans (BIPs) for various new initiatives within the Cardiology Division, ensuring thorough review by relevant finance representatives prior to presentation. In addition to budget management, the Assistant Director performs ongoing analysis of faculty compensation, utilizing recognized benchmarks and local market data to ensure accurate salary allocations across Financial Administrative Offices (FAOs). The position requires calculating biannual clinical incentive distributions and ensuring timely processing of extra compensation payments to faculty. The Assistant Director also develops Faculty Recruitment Forms and offer letters, ensuring compliance with university and federal regulations, and oversees the development of various agreements related to clinical services and space rental. Compliance with financial, billing, and contracting policies is a critical aspect of this role, as is serving as a resource for faculty and staff regarding compliance requirements. The Assistant Director will also complete various surveys and data requests for the Cardiology Division, utilizing a range of resources to address these needs effectively.

Responsibilities

  • Oversees, develops, and monitors Operating and Capital Budgets for the Cardiology Division.
  • Coordinates completion of the Medicine Cardiology Provider File, communicating with clinical leadership as needed.
  • Provides ongoing monitoring of budget variances, explaining revenue and expense variances and corrective actions as required.
  • Develops Business Improvement Plans (BIPs) for new Cardiology Division initiatives, coordinating review prior to presentation.
  • Performs ongoing analysis of Cardiology faculty compensation using recognized benchmarks and local market data.
  • Determines faculty salary allocations across FAOs ensuring accurate alignment of effort within budget resources.
  • Calculates biannual clinical incentive distributions by individual faculty utilizing Tableau RVU data and other metrics.
  • Ensures timely processing of extra compensation payments to faculty according to Faculty Compensation Plan.
  • Completes and updates annual ECG benchmarking toolkit for faculty; advises Division Chief of faculty alignment parameters.
  • Develops Faculty Recruitment Forms and offer letters in consultation with Cardiology Division Chief and Dept. of Medicine liaisons.
  • Oversees development of Physician Services Agreements, License Agreements, and other written agreements for clinical services.
  • Advises Cardiology Division administrators and faculty regarding legal requirements for agreements.
  • Oversees compliance with all policies and regulations related to financial, billing, and contracting activities.
  • Works with Office of University Audit to complete audit initiatives and implement recommendations.

Requirements

  • Bachelor's degree in Finance, Business Administration, Health Care Administration or related area required.
  • Master's Degree in health care related area preferred.
  • Minimum 7 years of experience directing financial and accounting activities in a health care setting; experience in an academic medical setting a plus.
  • Knowledge of financial reporting and management accounting, including facility with Excel and database systems.
  • Knowledge of physician compensation and key components of medical billing and provider productivity assessment required.
