About the position

The Assistant Director of Human Resources, EEO & Compliance at Baltimore City Community College (BCCC) plays a pivotal role in guiding human resource functions under the direction of the Chief Human Resources Officer (CHRO). This position is essential for ensuring that all HR practices align with the College's mission, vision, values, and strategic direction. The Assistant Director will oversee various aspects of labor relations, regulatory compliance, and equal employment opportunity (EEO) initiatives, contributing to a fair and equitable workplace for all employees. In this role, the Assistant Director will provide ongoing direction and supervision to HR staff, enhancing the delivery of HR services and ensuring the accuracy and timeliness of information. The position requires regular analysis and presentation of key HR metrics to internal stakeholders, supporting informed decision-making processes. The Assistant Director will also be responsible for developing and reviewing standard HR operating procedures to ensure consistent application of College policies. The Assistant Director will facilitate communication between employees and management, providing guidance on problem-solving, dispute resolution, and regulatory compliance. This includes managing the College's performance evaluation process and advising managers on labor contracts and employment law. The role also involves developing policies to implement negotiated agreements and assisting with union negotiations to achieve mutually beneficial outcomes. Additionally, the Assistant Director will manage employee relations cases, conduct investigations into grievances, and ensure timely resolutions. The position requires collaboration with various stakeholders, including the Ethics and Compliance Officer, to develop effective affirmative action and equal opportunity programs. The Assistant Director will also oversee compliance with Family Medical Leave (FMLA), Unemployment Insurance, and Workers Compensation processes, ensuring adherence to federal and state laws.

Responsibilities

  • Provide ongoing direction and supervision to HR staff members to improve delivery of HR services.
  • Analyze and present key HR metrics to internal College constituents to enhance decision making.
  • Support the development and review of standard HR operating procedures to ensure consistent application of College policies.
  • Facilitate communication among employees and management regarding problem solving and dispute resolution.
  • Manage and oversee the College's performance evaluation process, including recommendations for process improvement.
  • Interpret Federal and State regulations, and College policies in the area of employee relations.
  • Assist with advising managers on the enforcement of labor contracts and employment law.
  • Develop policies and procedures to facilitate the implementation of negotiated agreements/ contracts.
  • Assist with the College's union negotiations with union representatives.
  • Manage employee relations cases from incident report through final disposition.
  • Conduct investigations of employee grievances and issues, providing detailed reports of findings and recommendations.
  • Facilitate and investigate employee concerns, ensuring timely resolution.
  • Implement strategic management measures to address employee relations matters.
  • Research, analyze, and prepare data for labor negotiations and employee association meetings.
  • Represent the College at hearings and administrative processes related to employee and labor relations matters.
  • Oversee exit interviews with employees to determine corrective actions for retaining valued staff.
  • Stay abreast of current trends in Human Resource Management, specific to employment law.
  • Attend meetings and trainings to increase knowledge in Human Resource and Management/Employee/Labor Relations.
  • Manage the College Family Medical Leave (FMLA), Unemployment Insurance, and Workers Compensation processes.
  • Collaborate with the Ethics and Compliance Officer on affirmative action and equal opportunity programs.
  • Ensure compliance with EEO and AA laws.

Requirements

  • A minimum of 7 years of HR Management experience.
  • BA degree in HR management or a related field.
  • 5+ years of union workforce experience including contract negotiations.

Nice-to-haves
