About the position

This position is located at HQ U.S. Army Pacific, Office of the Staff Judge Advocate, Fort Shafter, Hawaii. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.

Responsibilities

  • Has responsibility for planning and accomplishing legal work pertaining to all matters in International and National Security Law, including Security Cooperation legal issues impacting Army operations in the Indo-Pacific theater of operations.
  • Serves as legal advisor to the Staff Judge Advocate and Command on a myriad of legal issues in the complex international/national security law area.
  • Provides legal support and advice to USARPAC Main Command Post and Theater Joint Forces Land Component Command.
  • Provides legal interpretations on international agreements and treaties as they relate to Theater Army operations, activities and investments in foreign countries.
  • Renders legal advice on international agreements and treaties, including defense treaties with Japan, South Korea, the Philippines, Australia and Thailand.
  • Provides comprehensive legal analysis to the Command and Staff on legal requirements and implications of operations, activities and investments in the Indo-Pacific Area of Operations.
  • Provides Army Service Component Command level subject matter legal expertise to Indo-Pacific Army elements through serving as the legal advisor to USARPAC exercise planners for Joint Chiefs of Staff and Army bi-lateral and multi-lateral exercises.
  • Serves as the legal expert to the Staff Judge Advocate and Command team for Legal engagements with ally and partner nations throughout the Indo-Pacific Region.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A two year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance for access for the duration of employment.
  • This position requires a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
  • This position is subject to applicant testing and random drug testing under the provisions of AR 600-85. Incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Nice-to-haves

  • Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
