About the position

The Strategic Advisor position within the Office of the Inspector General (OIG) serves as a senior advisor and subject matter expert to agency leadership on congressional engagement, legislative proposals, and strategic priorities. This role is critical in representing the agency's interests in discussions with congressional committees and ensuring alignment with legislative goals and appropriations. The advisor will also provide legal expertise and support in navigating complex legislative processes.

Responsibilities

  • Represent the agency's positions in discussions with key congressional committees, caucuses, and government entities.
  • Identify strategic legislative opportunities and challenges, advising senior leadership on appropriate courses of action.
  • Lead cross-OIG efforts to review legislative drafts in alignment with the agency's objectives.
  • Provide technical drafting assistance for legislative proposals.
  • Analyze, evaluate, and interpret current and proposed legislation impacting the agency's mission and operations.
  • Develop and maintain long-term legislative strategies aligned with the agency's policy goals.
  • Coordinate with internal and external stakeholders to ensure necessary support for the agency's objectives.
  • Ensure the agency's legislative strategy is linked to resourcing and budgeting priorities.
  • Monitor appropriations processes and provide strategic advice to secure necessary funding.
  • Cultivate and maintain strong working relationships with congressional members and staff.
  • Author and review testimony and talking points for OIG officials appearing before Congress.
  • Ensure compliance with legislative mandates and appropriations requirements, preparing reports for Congress and oversight bodies.
  • Oversee coordination of responses to congressional inquiries, hearings, and briefings.

Requirements

  • Must be a U.S. citizen.
  • Must possess a J.D. or LL.B degree and be an active member of the bar in good standing.
  • Progressively responsible leadership experience indicative of senior level capability, typically at or above the GS-14/15 grade level.
  • Expert knowledge and experience in the legislative process, including direct work with Congress and federal agencies.
  • Strong analytical and technical skills in drafting and reviewing legislative language.
  • Proven ability to cultivate relationships with senior stakeholders in the Legislative and Executive Branches.

Nice-to-haves

  • Experience in federal appropriations processes.
  • Familiarity with the Department of Homeland Security's mission and operations.
  • Previous experience in a similar advisory role within government.
