About the position

The Aviation Technical Specialist role is a contract position based in Nashville, TN, focusing on supporting public-use airports in various technical and compliance aspects. The specialist will assist in the development of Capital Improvement Plans, coordinate with federal and state regulations, and ensure safety and operational standards are met at assigned airports. This position involves collaboration with stakeholders and requires a strong understanding of aviation infrastructure and regulations.

Responsibilities

  • Assist in the development and update of Capital Improvements Plans (CIPs) for assigned airports annually.
  • Provide technical assistance on terminal and navigational aids, including GPS approaches.
  • Support communities in compatible land use planning on and off airport property.
  • Coordinate and review Federal 7460-1 forms for on-airport development.
  • Review preliminary studies, surveys, and cost estimates for project feasibility and funding.
  • Assist airport sponsors with the development and review of airport master plans and layout plans.
  • Prepare property acquisition documentation and provide relocation assistance.
  • Review and approve environmental documentation in accordance with FAA regulations.
  • Coordinate with FAA and report comments to the State Historic Preservation Officer.
  • Identify aviation infrastructure issues related to maintenance, repair, safety, and operational needs.
  • Ensure project selection and continuity through collaboration with stakeholders and project teams.
  • Apply techniques and design criteria from technical manuals to develop specifications for aviation projects.
  • Review Independent Fee Estimate results to confirm consultant fees are acceptable.
  • Learn about funding components and project selection processes for federal and state projects.
  • Engage with technical disciplines within a matrix organization to ensure project success.
  • Utilize software platforms for reviewing and commenting on documents.
  • Conduct annual inspections of General Aviation Airports to ensure compliance with safety standards.
  • Perform Federal inspections and input data into the FAA's Airport Data and Information Portal.
  • Gain technical knowledge of airport design standards and safety protocols.
  • Communicate effectively with local air traffic via Unicom frequencies.
  • Understand FAA Advisory Circulars to identify potential safety hazards.
  • Conduct investigations related to Federal Grant Assurances and compliance with state regulations.
  • Obtain a UAS FAA Part 107 Drone License to collect obstruction data at airports.

Requirements

  • Bachelor of Science Degree from an accredited college or university.
  • No prior experience is required, but aviation experience is preferred.
