About the position

The Business Change Management Analyst/Readiness Liaison is responsible for preparing various agencies for the rollout of a new financial solution within the Commonwealth. This role involves assessing agency readiness, providing support for the adoption of new business practices, and managing the end-user readiness strategy. The position requires strong change management skills and the ability to communicate effectively with diverse audiences to ensure successful implementation of the new solution across multiple agencies.

Responsibilities

  • Assess the readiness of agencies to adopt new business practices and procedures.
  • Provide support to agencies in their efforts to implement the new financial solution.
  • Articulate the vision and rationale of the BEST Program to agency managers and end-users.
  • Promote the adoption of new enterprise functionality and guide agencies through policy and procedure changes.
  • Maintain a checklist of tasks for agencies to complete before go-live, including user training and security provisioning.
  • Communicate with diverse audiences, ensuring timely dissemination of communication materials.
  • Participate in the development of a readiness engagement plan detailing necessary tasks for agency preparation.
  • Create and administer organizational change assessments to gauge agency impacts and readiness.
  • Facilitate change network meetings and educational sessions with agency stakeholders and end-users.
  • Develop agency-specific readiness plans covering communications, operational readiness, and training.
  • Provide regular status reports on challenges, risks, and potential solutions.

Requirements

  • Solid understanding of change management principles, processes, methodologies, and tools.
  • Strong organizational, analytical, and communication skills.
  • Ability to motivate others and build trusted relationships with agency staff.
  • Experience with transformational change initiatives and preparing people for technology change.
  • Good business acumen and understanding of organizational issues and challenges.
  • Excellent business interview skills with the ability to actively listen and synthesize information.
  • Well-developed presentation and interpersonal skills.
  • Experience using computer-based tools including Visio, MS Word, Excel, PowerPoint, and Outlook.

Nice-to-haves

  • Basic understanding of financial business process functions in large public sector organizations, such as GAAP reporting and federal grants management.
  • Experience in project management and data reporting and analytics.
