About the position

The Oregon Health Authority has a fantastic opportunity for a Behavioral Health Actuary to join an excellent team. This is a Full-Time, Exempt, Permanent, Management Services-Managerial position with the Office of Actuarial and Financial Analytics (OAFA). This recruitment is for two full-time Actuaries. The responsibilities are summarized below. As a behavioral health actuary, you will support rate setting for Certified Community Behavioral Health Clinics (CCBHCs), along with other safety net clinics, as well as rate setting and actuarial analysis for Community Mental Health Programs (CMHPs) in Oregon. The two BH actuaries will lead the review of all CCBHC cost reporting as the program expands statewide and evaluate the cost and utilization at the CMHPs to support the legislatively mandated cost study and rate evaluation work. Both actuarial positions will also play a key role in supporting the broader OAFA team in delivering CCO capitation rates, risk settlements, data analyses and other actuarial analyses.

Responsibilities

  • Support rate setting for Certified Community Behavioral Health Clinics (CCBHCs)
  • Conduct actuarial analysis for Community Mental Health Programs (CMHPs)
  • Lead the review of all CCBHC cost reporting
  • Evaluate cost and utilization at CMHPs
  • Support the delivery of CCO capitation rates
  • Assist in risk settlements and data analyses

Requirements

  • A Bachelor's degree in Mathematics, Statistics, Actuarial Sciences, or related field and one year of experience in actuarial-related work
  • An Associate's degree in Mathematics or a related field and three years of experience in actuarial-related work

Nice-to-haves

  • Associate or Fellow of the Society of Actuaries
  • Five or more years of experience in the actuarial health care field
  • Experience with cost settlements and provider rate development, especially in behavioral health area
  • Experience analyzing or interpreting technical data, reports, financial statements, or accounting records
  • Skill applying advanced statistical and mathematical principles and techniques to actuarial problems
  • Familiarity with SAS and Microsoft Office Suite
  • Ability to interpret and apply contractual and regulatory language to actuarial analyses
  • Strong written and oral communication skills, both within and outside an organization
  • Ability to manage multiple tasks, organize and prioritize work to meet deadlines
  • Flexibility to meet varying work demands
  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities
