About the position

The Behavioral Health Facility Development Manager (Special Projects Manager II) position within King County's Department of Community and Human Services (DCHS) is a critical role focused on overseeing the development, procurement, and implementation of capital projects aimed at enhancing the county's behavioral health infrastructure. This includes the establishment and maintenance of a network of five crisis care centers and capital investments in residential treatment facilities and community behavioral health agencies. As the Behavioral Health Facility Development Manager, you will report directly to the Crisis Care Centers (CCC) Strategic Planning Manager and will be responsible for setting work plans for capital programs related to the Crisis Care Centers Levy and other behavioral health capital initiatives. This role involves managing approximately $368 million in capital funding, ensuring that all projects meet public interest requirements, and collaborating with local and state agencies to support operators in licensing and land use requirements. You will also be tasked with developing procurement processes, managing contract expenditures, and reporting to various oversight boards, including drafting annual reports to the County Council. The position requires a strong commitment to community engagement and collaboration, as you will work closely with a variety of stakeholders, including community partners, service providers, and government agencies. You will be expected to facilitate discussions that prioritize equity and social justice, ensuring that the needs of marginalized communities are addressed in all capital projects. This role is not only about managing projects but also about leading a team and fostering an environment of innovation and continuous improvement in behavioral health services across King County.

Responsibilities

  • Lead the implementation of Crisis Care Center Levy capital projects.
  • Support the capital development and maintenance of a network of five crisis care centers, including one for youth.
  • Manage capital development capacity and technical assistance funding for facility operators.
  • Ensure compliance with public interest requirements for funded projects, including accessibility and environmental considerations.
  • Develop and manage procurement processes for capital projects, ensuring timelines are met.
  • Collaborate with local and state agencies to support operators in licensing and land use requirements.
  • Develop capital financial strategies and oversee financial and performance analysis.
  • Manage requests for proposals related to capital projects and assist in the procurement process.
  • Authorize contract expenditures and coordinate construction management activities.
  • Report to oversight boards and draft annual reports for the County Council.
  • Manage responses to public records requests and provide briefings to elected officials.
  • Coordinate with CCC leadership to influence strategic plans and program implementation efforts.
  • Align capital projects with overall business needs and values within DCHS and BHRD.
  • Assist in asset management for behavioral health facilities and ensure capital investments are maintained.

Requirements

  • Recent experience leading large capital development projects from start to finish, including procurement and compliance with regulations.
  • Strong written and communication skills, with the ability to translate complex concepts for diverse stakeholders.
