About the position

The Program Specialist VII (PS-VII) supports the Community Behavioral Health Medical Director and may support the Substance Use Medical Director with medical leadership and oversight of the public outpatient behavioral health system. The PS-VII works under the direct supervision of the Community Behavioral Health Medical Director to provide advanced (senior-level) consultative services and technical assistance for the HHSC (Behavioral Health Services) division. Primary duties support the consultative and oversight responsibilities of the Community Behavioral Health and Substance Use Medical Directors. Work involves reviewing literature and statutes; collecting, analyzing, and interpreting data; creating reports and presentations; organizing and conducting stakeholder meetings; delivering presentations; reviewing policies and procedures; preparing informational briefs; and performing other duties as assigned to assist with behavioral health policy, planning, and programming.

Responsibilities

  • Identifies and executes projects and initiatives that advance Behavioral Health Services.
  • Collect and analyze data from internal data systems to create reports, briefing documents, and presentations on the public behavioral health system.
  • Draft white papers and policy documents, communicate updates to contractors, manage email correspondence with stakeholders, prepare rule drafts, and create action memos.
  • Develops and maintains a high degree of familiarity with state and federal statutes, policies, legislative reports, and other information related to Behavioral health services.
  • Researches and communicates the historical basis for current Behavioral Health Services policies and decisions.
  • Develop relationships with other states' public behavioral health leaders to identify and implement best practices in Texas.
  • Plans, organizes, and conducts meetings and workgroups with internal and external stakeholders.
  • Develop surveys and analyze data to recommend Behavioral Health Services (BHS) Policies and contracting.

Requirements

  • Graduation from an accredited four-year college or university.
  • Two years of full-time experience in a Behavioral Health related field.
  • Current, valid Texas License as a licensed professional counselor and licensed clinical social worker, licensed psychologist, licensed marriage and family therapist, advanced practice nurse, or physician assistant.

Nice-to-haves

  • Advanced degree in Public Health, Social Work, Counseling, psychology, Nursing, Medical Services, Health Administration, or Epidemiology.
  • Experience working in and knowledge about public behavioral health systems.
  • Experience working with behavioral health data.
  • Experience with medical literature, including searching, retrieving, and interpreting research articles and policy guidelines.
  • Knowledge of statistical techniques and interpretations pertaining to medical literature and behavioral health data.
  • Experience managing data-driven projects/systems.
  • Proficient with Microsoft Office products: Outlook, Excel, PowerPoint, and Word.
