About the position

The Behavioral Health Program Specialist V position at the Texas Health and Human Services Commission focuses on mental health and substance abuse topics within Texas Medicaid and CHIP programs. The role involves advanced consultative and technical work related to the planning, development, implementation, maintenance, and oversight of managed care program policy. The specialist will provide subject matter expertise, coordinate with stakeholders, and ensure compliance with program policies, contributing to the delivery of quality services to Texans.

Responsibilities

  • Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned.
  • Plan for and oversee the analysis, development, implementation, and documentation of federal and state legislation and regulations related to Medicaid and CHIP managed care or behavioral health services in managed care.
  • Provide oversight in the development of legislative analyses, research papers, reports, and legislative information.
  • Develop and/or oversee the development and implementation of Medicaid and CHIP managed care or behavioral health program policy options for related initiatives impacting HHSC agencies.
  • Establish, facilitate, and participate in multiple workgroups and committees, including inter-agency workgroups and committees.

Requirements

  • Experience with and knowledge of Medicaid and CHIP managed care or behavioral health is preferred.
  • Ability to provide subject matter expertise on Medicaid and CHIP managed care issues to various stakeholders.
  • Strong analytical skills to analyze program regulations, policies, and legislation.
  • Excellent written communication skills for preparing reports and correspondence.
