About the position

The Behavioral Health Workforce Strategic Operations Manager (PPM IV) at King County's Department of Community and Human Services (DCHS) is responsible for leading the Behavioral Health Workforce Strategic Plan and overseeing workforce investments. This role involves setting strategic vision, supervising staff, managing budgets, and collaborating with various partners to enhance behavioral health services across King County. The position requires strong organizational and communication skills, a strategic mindset, and experience in addressing social service workforce challenges.

Responsibilities

  • Serve as the Division's subject matter expert on behavioral health workforce strategy.
  • Lead the implementation and operationalization of workforce development strategies, including the development of procurements and contracts.
  • Supervise all section staff, including employee development, performance management, and engagement activities.
  • Develop and implement a Behavioral Health Workforce Strategic plan, aligning with broader human services goals and national best practices.
  • Develop and lead a King County Behavioral Health Workforce Coalition of interested and engaged workforce development partners.
  • Develop policy and strategy related to Behavioral Health Workforce investments efforts across King County.
  • Improve linkages with workforce development partners, enhancing collaboration and resource sharing.
  • Liaise with internal and external stakeholders regarding behavioral health workforce initiatives.
  • Participate in local and statewide policy development and initiatives that further behavioral health workforce investments.
  • Conduct national best practice research into workforce investment strategies.

Requirements

  • Bachelor's Degree and/or at least 5 years of professional experience in public administration, public sector behavioral health, or primary care health services.
  • At least two years of direct supervisory experience, including mentoring and coaching team members.
  • Strong experience in project management, including developing and managing project plans.
  • Strong facilitation skills, with the ability to coordinate and facilitate meetings with diverse stakeholders.
  • Knowledge of and experience with substance use disorder and mental health services in King County or equivalent experience.
  • Proven ability to work effectively with individuals with different perspectives.
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks simultaneously.
  • Excellent interpersonal skills.
  • Strong knowledge of Office 365, Outlook, OneNote, Microsoft Teams, and Excel.
  • Understanding and application of equity and social justice principles.
  • Valid Washington State Driver's License or ability to travel around the county and state.
