About the position

The Chief Financial Officer (CFO) for the Behavioral Health Administration (BHA) plays a critical role in providing financial leadership and management within the Colorado Department of Human Services. This position is responsible for developing, implementing, and overseeing the tactical plans, fiscal operations, and resource allocation for the BHA. The CFO will work closely with the Office of State Planning and Budgeting (OSPB), program and division leadership, and the BHA Commissioner and Deputy Commissioner to ensure that the financial operations align with the strategic priorities of the administration. The CFO must maintain a comprehensive understanding of statutory and regulatory changes, as well as legislative initiatives in fiscal policy, to ensure that BHA's operations remain compliant and effective. In this role, the CFO will manage the BHA's operational expenditures and revenue generation from local, state, and federal sources. The position includes direct supervision of the Contracts and Budget & Accounting Managers, as well as indirect oversight of the entire Finance Division. The CFO will ensure that federal revenue requirements are met, prepare BHA plans, and complete federally mandated reporting. Additionally, the CFO will develop business plans that align staff resources with BHA's priorities and advise the Commissioner and Deputy Commissioners on issues related to federal funds and new requirements. The CFO will also consult with federal and state offices, influencing other state agencies to coordinate with BHA. This position requires the establishment of policies to meet federal revenue participation requirements and the ability to provide system-level insights across state agencies involved in behavioral health programs. The CFO will work collaboratively with CFOs and Finance Directors of other state agencies to identify opportunities for strategic investment and financial efficiencies. Furthermore, the CFO will be responsible for formulating and defending funding requests, ensuring a solid understanding of state funding request requirements and strategies for successful submissions. This position is integral to the financial health and operational success of the BHA, requiring a blend of strategic vision, financial acumen, and leadership skills.

Responsibilities

  • Provide financial leadership and management for the Behavioral Health Administration (BHA).
  • Develop, implement, and oversee tactical plans and fiscal operations for the BHA.
  • Work closely with the Office of State Planning and Budgeting (OSPB) and BHA leadership.
  • Maintain understanding of statutory and regulatory changes in fiscal policy.
  • Act as BHA's finance expert on budget initiatives, fiscal policy analysis, and financial compliance.
  • Supervise the Contracts and Budget & Accounting Managers and the Finance Division.
  • Ensure federal revenue requirements are met and prepare BHA plans.
  • Consult with federal and state offices and influence other state agencies.
  • Develop business plans for BHA to direct staff resources toward priorities.
  • Formulate, write, support, and defend funding requests and budget amendments.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree.
  • Ten (10) years of progressively responsible professional experience in budgeting, finance, or procurement culminating in senior-level management.
  • Two (2) years of experience leading and supervising subordinate executives in a large organization.
  • Two (2) years of professional public or business administration experience.
