About the position

The Chief Financial Officer (CFO) for the Behavioral Health Administration (BHA) plays a crucial role in providing financial leadership and management within the Colorado Department of Human Services. This position is responsible for developing, implementing, and overseeing the tactical plans, fiscal operations, and resource allocation strategies for the BHA. The CFO will work closely with the Office of State Planning and Budgeting (OSPB), program and division leadership, and the BHA Commissioner and Deputy Commissioner to ensure that the financial operations align with the strategic priorities of the administration. The CFO must maintain a comprehensive understanding of statutory and regulatory changes, legislative initiatives in fiscal policy, and ensure that BHA's operations are compliant and up-to-date. In this role, the CFO will manage BHA's operational expenditures and revenue generation from local, state, and federal sources. The position includes supervising the Contracts and Budget & Accounting Managers, setting performance standards, conducting performance evaluations, and ensuring staff development needs are met. The CFO will also be responsible for preparing BHA plans, including operating and allocation requests, and completing federally mandated reporting. This position requires the ability to consult with federal and state offices, influence other state agencies, and establish policies to meet federal revenue participation requirements. The CFO will provide system-level insights across state agencies with behavioral health programs, working collaboratively with CFOs and Finance Directors to identify opportunities for strategic investment and financial efficiencies. The role also involves formulating and defending funding requests, maintaining a solid understanding of state funding request requirements, and explaining these requests to various stakeholders, including the OSPB and the Joint Budget Committee (JBC). Overall, the CFO will play a pivotal role in ensuring the financial health and sustainability of the BHA, contributing to the well-being of the people of Colorado.

Responsibilities

  • Provide financial leadership and management for the Behavioral Health Administration (BHA).
  • Develop, implement, and oversee tactical plans and fiscal operations for the BHA.
  • Work closely with the Office of State Planning and Budgeting (OSPB) and BHA leadership.
  • Maintain understanding of statutory and regulatory changes in fiscal policy.
  • Manage BHA operational expenditures and revenue generation.
  • Supervise the Contracts and Budget & Accounting Managers and the Finance Division.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree.
  • Ten (10) years of progressively responsible professional experience in budgeting, finance, or procurement culminating in senior-level management.
  • Two (2) years of experience leading and supervising subordinate executives in a large organization.
  • Two (2) years of professional public or business administration experience including budget development and control.
