About the position

The Bilingual Case Manager (Developmental Disabilities Program - ONA Assessor) at Clackamas County is responsible for conducting comprehensive assessments for individuals with intellectual and developmental disabilities. This role involves completing the Oregon Needs Assessment (ONA), which includes file reviews, assessment interviews, and face-to-face observations. The position emphasizes a commitment to equity and inclusion, ensuring that all individuals have access to necessary services. The ideal candidate will possess strong organizational and facilitation skills, along with a passion for customer service and community support.

Responsibilities

  • Complete all parts of the Oregon Needs Assessment (ONA) within 30 days, including comprehensive file review, assessment interview, and face-to-face observation.
  • Enter assessment information into the Express Payment & Reporting System (eXPRS) and submit corresponding progress notes.
  • Evaluate additional information from various stakeholders to problem-solve and make corrections to current ONA assessments.
  • Complete initial training and shadowing process required to become a certified ONA assessor and maintain certification through ongoing training.
  • Attend team and program meetings, and complete division/department trainings.
  • Maintain knowledge of ongoing changes to Oregon Administrative Rules (OAR) related to developmental disabilities services.
  • Review and respond to ONA Field Reviews from the ODDS assessment unit and work with Quality Assurance Trainers to address issues.
  • Participate in monthly check-ins and annual performance reviews.

Requirements

  • Bilingual fluency in English and Spanish, including interpretation and translation skills.
  • Bachelor's degree in behavioral science, social science, or a closely related field; or a bachelor's degree in any field with one year of human services-related experience; or an associate's degree in a related field with two years of experience; or three years of human services-related experience.
  • At least 1 year of experience with Intellectual and Developmental Disabilities services within the past 4 years.
  • At least 1 year of experience providing case management services, including developing individual service plans and conducting client assessments.
  • Experience conducting comprehensive assessments of client needs independently.
  • Knowledge of federal and state regulations governing case management and services for the developmentally disabled.

Nice-to-haves

  • Experience interviewing and facilitating assessment interviews.
  • Experience applying trauma-informed principles and techniques.
