About the position

The position involves developing and coordinating internal and external communication strategies to project the values, goals, and positive image of the City. The role functions as a consultant within the organization on communication methods and issues, particularly focusing on Midland's Hispanic community. The individual will maintain contact with local news media, including Spanish-speaking media, and serve as part of the information liaison team for the City. Additionally, the position provides general assistance to the Marketing and Communications Manager regarding operational and administrative needs.

Responsibilities

  • Establish and maintain positive media relations, including Spanish-language media.
  • Create Spanish-language content such as announcements and social media posts by gathering information from city departments.
  • Serve as a contact person within the City for the media, citizenry, and other agencies.
  • Market the City and its departments through social media, community brochures, publications, and recruiting packets.
  • Perform a variety of special assignments in support of the city as needed.
  • Receive and respond to media inquiries, transmitting information in accordance with guidelines and standards.
  • Facilitate public events such as town halls, ribbon cuttings, and Police and Fire Department outreach events.
  • Manage internal communication initiatives in conjunction with IT and HR departments.
  • Respond to emergency situations and crime scenes to coordinate information.
  • Coordinate the City web page information with IT.
  • Maintain necessary skills through training to properly perform the assignment and keep abreast of new developments in the job area.
  • Communicate directly with citizens and Council Members on goals and objectives of the City.
  • Resolve requests and/or problems and represent the City in private and public functions.
  • Initiate and review special projects designated by the City Manager.
  • Coordinate information exchange and task completion among departments.
  • Type/create documents and presentations as needed.
  • Provide dedicated communication solutions that support the mission of City departments.
  • Actively participate in strategic and task-specific communication plans.
  • Oversee design and content creation of the monthly newsletter.

Requirements

  • Bachelor's degree in journalism, Communication, or related field.
  • Three to five years of experience in a related field.
  • Valid Texas driver's license.
  • Strong organizational skills and effective communication skills, both orally and in writing.
  • Knowledge of administrative directives of the City of Midland.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of the geography of the city and surrounding vicinity.
  • Ability to write and speak Spanish is preferred.
  • Skills to plan, organize, and manage time effectively.
  • Ability to work independently in the absence of supervision.
  • Skilled in the use of software programs including Microsoft Word, Excel, PowerPoint, Adobe Suite software, and knowledge of basic HTML.

Nice-to-haves

  • Experience working with Hispanic communities.
  • Familiarity with public relations and media communication strategies.
