About the position

Under the supervision of the Chief Financial Officer, the Billing and Reporting Manager is responsible for managing the daily operations of the Billing and Reporting Unit and overseeing all patient accounting functions. This role involves developing and monitoring department policies and procedures to ensure compliance with local, state, and federal standards, policies, and guidelines. The manager will negotiate and monitor contracts, oversee the hiring, firing, and training of operational staff, and represent the department at various meetings. The essential functions of this position include managing and overseeing the operations of the Billing and Reporting unit, performing personnel functions such as hiring, training, performance evaluations, and disciplinary actions. The manager will develop, implement, and monitor policies and procedures for the unit, ensuring contract compliance with commercial and public payers. Additionally, the manager will identify, establish, and maintain relationships with third-party insurers to improve revenue and respond to any problems or concerns raised by these insurers. The Billing and Reporting Manager will coordinate the document flow process related to billing and patient accounts, correlate records and registration information, and ensure that specific registration information is forwarded to third-party billing with adequate follow-up. The role also involves supervising the monitoring and reconciliation of third-party insurance remittances and cash collections, developing new or modified patient billing procedures, and instituting payment plans for patients with delinquent accounts. The manager will advise patients on insurance options offered by the state and prepare, analyze, and distribute reports, graphs, charts, and other data. Furthermore, the manager will attend various internal and external meetings regarding program goals, objectives, and outcomes, serving as the primary liaison for internal staff and external organizations.

Responsibilities

  • Manage and oversee the operations of the Billing and Reporting unit.

  • Ensure contract compliance throughout the unit.

  • Resolve issues and concerns related to the Billing and Reporting unit.
  • Coordinate the document flow process as it relates to billing and patient accounts.
  • Correlate records and registration information.
  • Forward specific registration information to third-party billing and provide adequate follow-up.
  • Supervise the monitoring and reconciliation of third-party insurance remittances and cash collections.
  • Develop new or modified patient billing procedures.
  • Institute payment plans for patients who have delinquent accounts.
  • Advise patients of insurance options offered by the state.

Requirements

  • A minimum of a Bachelor's Degree in Business, Accounting, or a related field is required.
  • A Master's degree is preferred.
  • A minimum of three to five years of experience in health care accounting is required.
  • Experience with third-party payers, Medicaid, Medicare, and managed care concepts such as HMO, PPO, POS, and capitation is required.
  • Coding/Billing certification within one year of hire, through a recognized Coding/Billing Accreditation body.
