About the position

The Power Marketing Settlements & Billing Support Specialist position is a critical role within the Department of Energy (DOE) Western Area Power Administration (WAPA) Sierra Nevada Region, located in Folsom, CA. This hybrid position allows for a combination of remote work and in-office presence, requiring candidates to reside within commuting distance of Folsom. The primary focus of this role is to provide comprehensive support for billing, settlement, audit, and data analysis functions related to power marketing. The specialist will be responsible for ensuring the accuracy and completeness of settlement quality data, adhering to both internal standards and applicable industry regulations. In this role, the specialist will analyze and manage settlements and billing data using various software applications. This includes validating settlement statements, invoices, and other supporting documents, as well as bilateral trade data, contracts, and schedules. The position also involves monitoring meter and telemetry data integrity, generating power bills, and conducting detailed data analyses to support internal and external audit requirements. The specialist will be expected to develop and maintain Microsoft Excel workbooks for computational needs not covered by existing applications and to provide actionable insights for business operations. The ideal candidate will possess a strong background in finance or accounting, with advanced Excel skills and knowledge of relational databases. Experience in the electrical power market or energy trading operations is preferred, along with specialized knowledge of Independent System Operator functions. The role requires effective communication skills and the ability to document business processes clearly. Candidates must also pass pre-employment qualifications and be able to obtain a Public Trust clearance.

Responsibilities

  • Analyze and manage settlements and billing, and market data utilizing software applications for completeness, accuracy, and timely data submission.
  • Obtain and validate settlement statements, invoices, and other supporting data and documents utilizing appropriate software and applications according to established policies, processes, guidelines, and regulations.
  • Obtain and validate bilateral trade data, contracts, schedules, e-Tags, and other supporting data and documentation according to established policies, processes, guidelines, and regulations.
  • Obtain and validate meter and telemetry data and correct if needed; monitor the integrity of the meter and telemetry data across software applications and systems, performance of related software applications, and report inconsistencies and errors.
  • Complete sub-allocations.
  • Generate, validate, and issue power bills according to business practices.
  • Provide data analysis such as meter data analysis, energy schedule analysis, settlement payment or charge analysis, ancillary service quantity and price analysis, transmission usage and charge analysis, transmission loss quantity analysis, and transmission congestion revenue analysis; prepare reports to document findings.
  • Develop and maintain Microsoft Excel workbooks to address any computation requirements not performed directly by the established applications.
  • Determine best practices and develop actionable insights and issues for business operations and prepare reports to document findings and recommendations.
  • Assist with internal and external audit requirements.
  • Assist in analysis and implementation of business process improvements.
  • Perform other job-related duties as assigned.

Requirements

  • Bachelor's degree required, preferably in finance or accounting.
  • Advanced Excel skills, preferably experience with Excel VBA.
  • Knowledge of relational databases, preferably experience with SQL.
  • Capable of understanding mathematical formulas and performing algebraic calculations.
  • Understanding of relationships, dependencies software and system components and the organizations that support them.
  • Effective in communication and capable of business process documentation.
  • Preferably having experience in electrical power market or other energy trading operation.
  • Possess specialized knowledge of Independent System Operator functions, including market settlement, bilateral power trading, after-the-fact checkout, and hands-on experience of revenue quality meter data interrogation and validation technology such as MV90 of Itron.
  • Must pass pre-employment qualifications of Cherokee Federal.
  • Ability to obtain Public Trust required.
