About the position

The National Counterterrorism Center (NCTC) is at the forefront of the United States' efforts to combat terrorism. As a Biometrics/Video Examiner, you will play a critical role in this mission by integrating, analyzing, and sharing vital information to drive government action and achieve national counterterrorism objectives. This position requires a deep understanding of biographic, biometric, contextual, and behavioral information to resolve target identities effectively. You will be responsible for managing relationships with various stakeholders within the U.S. Government, the Intelligence Community, and the Office of the Director of National Intelligence (ODNI). Your ability to cultivate and maintain these relationships will be essential for successful collaboration and information sharing. In this role, you will plan and develop strategies to gain a comprehensive understanding of complex issues related to known or suspected terrorists (KSTs). This includes utilizing a variety of methodological tools and approaches, such as social networking and new media, to analyze and exploit data related to specific identity attributes. You will be tasked with building the most comprehensive terrorist identity records available to the U.S. Government, which will involve identifying gaps in data collection processes and developing strategies to overcome these challenges. Your responsibilities will also include performing detailed analysis of images and media related to targets of interest, distinguishing characteristics of individuals attempting to disguise their identities, and conducting advanced exploitation of various forms of captured media. You will coordinate with other agencies to support the integration of terrorism analysis capabilities across the Intelligence Community, ensuring that your work contributes to the broader mission of national security. This position requires a high level of attention to detail and the ability to work under pressure with strict deadlines. You will be expected to communicate clearly, both orally and in writing, and to collaborate effectively with colleagues at all levels. Your role will also involve mentoring and supporting the professional development of team members, ensuring that the entire team is aligned with the mission and goals of the NCTC.

Responsibilities

  • Resolve target identities through the integration of biographic, biometric, contextual and behavioral information.
  • Manage, initiate, cultivate, and maintain cooperative and productive relationships with individuals in the US Government, Intelligence Community, and ODNI.
  • Plan, develop, utilize, and refine approaches to gain a comprehensive understanding of complex and significant issues and incorporate insights and findings into biometric reports and cables.
  • Develop an understanding of and utilize a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs).
  • Plan, identify, and develop strategies to overcome identified gaps and increase efficiencies in data collection or processes.
  • Perform terrorist identities analysis, compilation, and dissemination, utilizing associated databases and implementing watchlisting processes.
  • Coordinate and contribute to the analysis of images of targets of interest; conduct detailed analysis of media to distinguish characteristics of individuals attempting to disguise their identities.
  • Conduct advanced exploitation of images, video, documents, and other forms of captured media.
  • Coordinate and contribute to the analysis of numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support.

Requirements

  • Ability to remain open-minded and change opinions on the basis of new information and requirements.
  • Prior experience conducting advanced exploitation of videos to identify information of value.
  • Awareness of biometric tools and capabilities within the IC.
  • Utilize a variety of tools to conduct image and video editing.
  • Ability to research and logically analyze, synthesize, and judge information.
  • Ability to communicate clearly, both orally and in writing.
  • Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment.
  • Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.
  • Ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.
  • Bachelor's Degree in related field OR 5 years of related experience.
