About the position

The BPA Program Manager at Contracting Resources Group (CRG) is responsible for overseeing the management, support, and oversight of contractor acquisition and programmatic services for the Federal Emergency Management Agency (FEMA). This role involves ensuring the effective delivery of acquisition services, managing multiple geographically dispersed teams, and being the main point of contact for all contract performance related to the Blanket Purchase Agreement (BPA). The BPA PM plays a crucial role in enhancing procurement operations and supporting FEMA's mission during both steady state and disaster environments.

Responsibilities

  • Provide overall management, support, and oversight for contractor acquisition and programmatic services for FEMA.
  • Accountable for all CRG contract performance on the associated BPA, including all Task Orders.
  • Act as the Main Point of Contact for the BPA and its related performance.
  • Manage multiple teams that are geographically dispersed.
  • Provide oversight, direction, and management for a major acquisition support contract.
  • Align team to provide a breadth of acquisition and procurement support services, including lifecycle acquisition management support.
  • Manage and support contractor acquisition, programmatic and technical support services for DHS and FEMA.

Requirements

  • Bachelor's degree in a related discipline or equivalent experience in a technical or business discipline.
  • At least ten (10) years of professional experience serving as a warranted Contracting Officer for a Federal Agency.
  • At least five (5) years of experience in leadership positions coordinating work for large, complex programs.
  • Demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
  • Ability to provide contract administration support services, including reviewing performance and developing contract modifications.
