About the position

As the Blending and Process Safety Program Manager you are responsible for developing, implementing, and overseeing product blending and Process Safety Management (PSM) safety programs, policies, procedures, and initiatives across the company. In this role you will create an effective blending and process safety program including training, communications and oversee the monitoring, analyzing, and reporting of data and metrics to identifying and implement action plans and other initiatives for improvement. This role is responsible for organizational blending and process safety program audit and inspection processes and serves as Lead Investigator for blending and process safety incidents with high consequence, high potential for consequence, and high organizational profile. The Blending and Process Safety Program Manager serves as subject matter expertise, provides oversight, guidance and ensures compliance with the US Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) and US Environmental Protection Agency (EPA) Risk Management Program (RMP) regulatory requirements at PSM covered facilities. This position leads efforts with Operations Managers and other stakeholders to develop and implement PSM and RMP plans, including the planning, budgeting, coordination, and execution of periodic facility PSM audits, inspections, and Process Hazard Analyses (PHAs). In this role you are also the business process owner of the company's Management of Change (MOC) process.

Responsibilities

  • Develop and implement blending and process safety programs, policies, and procedures as well as strategic initiatives necessary to achieve positive safety and operations results.
  • Advise Manager, Operational Safety as well as leaders across departments in support of successful organizational results.
  • Develop and implement effective PSM and RMP programs at covered facilities.
  • Work with Project teams, Operations, and other stakeholders to ensure the safe, successful, and compliant implementation and integration of new blending and process safety projects.
  • Ensure effectiveness of enterprise-level MOC process including the execution of hazard assessments.
  • Develop and maintain the MOC tool (software) and procedure.
  • Develop and deliver effective MOC training.
  • Lead and support effective blending and process safety audits, inspections, and risk assessments including the identification and execution of action plans to resolve findings.
  • Serve as Lead Investigator for blending and process safety incidents.

Requirements

  • Bachelors Degree in Process Safety, Risk Management, or related discipline; will consider a combination of experience and/or education.
  • Ideally, 10+ years' oil and gas-related safety and/or operations experience and 5+ years of experience developing, implementing, evaluating, and/or administering blending and/or process safety management programs.
  • PSM Professional Certification.
  • Extensive knowledge of OSHA PSM and EPA RMP standards, MOC practices, and API RP 1173 Safety Management System.
  • Solid understanding of blending, process safety, and MOC software tools.
  • Ability to successfully perform multiple tasks in high pressure/time restricted situations.
