About the position

IMSolutions is seeking a strategic and experienced BPA Program Manager to support a federal government Blank Purchase Agreement (BPA) Call Order. This position can be remote, hybrid, or in-office depending on the assigned Task Order. As the BPA Program Manager, you will be responsible for managing multiple project engagements and tasks, supervising contract personnel, interfacing with senior leadership, and ensuring the quality of overall programs. Your role will involve creating an environment that inspires and champions those who exceed desired results, leading and integrating elements of complex projects to achieve strategically aligned goals. Your responsibilities will include oversight, coordination, and integration of multiple business improvement and enterprise transformation projects as directed by the company or agency. You will act as the primary point of contact for the contract and may supervise Order Program Managers. Additionally, you will assist the customer in determining schedules, reviewing deliverables, and participating in project reviews across the customer’s programs. Setting the project ‘point-of-view’ and overall approach to engagements will be crucial, as will shaping senior management agendas to create and maintain executive-level momentum for change. You will facilitate and lead team discussions and meetings, manage and control financial and administrative aspects of the program/project concerning task requirements, and oversee the execution of single or multiple Call Orders (COs). Staffing, staff direction, and oversight under the CO will also be part of your responsibilities, along with program planning, production, quality, program financials, and providing deliverables under the CO. Managing the client interface at the Contracting Officer Representative (COR) level will be essential to your role.

Responsibilities

  • Oversee, coordinate, and integrate multiple business improvement and enterprise transformation projects.
  • Act as the primary point of contact for the contract and supervise Order Program Managers as needed.
  • Assist customers in determining schedules, reviewing deliverables, and participating in project reviews.
  • Set project ‘point-of-view’ and overall approach to engagements, shaping senior management agendas.
  • Facilitate and lead team discussions and meetings to drive project success.
  • Manage and control financial and administrative aspects of the program/project.
  • Oversee the execution of single or multiple Call Orders (COs).
  • Provide staffing, staff direction, and oversight under the CO.
  • Handle program planning, production, quality, program financials, and deliverables under the CO.
  • Manage the client interface at the Contracting Officer Representative (COR) level.

Requirements

  • Bachelor's degree and ten years of experience or a Master's degree and eight years of experience.
  • Direct Federal Government Agency contract management experience.
  • Strong background in program management.
  • Strong facilitation and cross-functional team facilitation skills.
  • Experience in implementing process improvement initiatives within organizations.
  • U.S. Citizen or Foreign National with a work permit and residing in the U.S. for three or more years.

  • Base compensation range of $125,000 to $150,000, subject to variation based on education, experience, skillset, and location.
