About the position

OCT Consulting, LLC is seeking a Budget Analyst to support the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO). The DCSA PEO is responsible for overseeing a portfolio of enterprise-wide information technology (IT) programs that utilize best practice methodologies for the development and delivery of innovative IT solutions. This role is crucial in advancing DCSA's broad-spectrum National Security capabilities to better serve the Department of Defense (DoD), the U.S. Government, and the cleared industry. The Budget Analyst will play a key role in supporting the PEO through the application of risk management best practices across the acquisition portfolio. As a Budget Analyst, you will execute funds in accordance with fiscal law, regulations, policies, and procedures, ensuring compliance with all relevant financial guidelines. You will monitor commitments, obligations, expenditures, and disbursements of funds against planned and approved budgets to ensure adherence to budget constraints and prevent overspending. Your responsibilities will include preparing a variety of reports on the status of funds, expenses, and obligations, which will support budget requests and provide a clear financial overview. In this role, you will analyze and troubleshoot budgetary actions to resolve errors and discrepancies, ensuring accurate financial management and reporting. You will also analyze budgeting and accounting reports to assess fund status, verify availability, and ensure that spending does not exceed budget caps. Additionally, you will research and resolve unliquidated obligations, reporting any deviations from spending plans and recommending corrective actions. Providing budget interpretation and advice to program managers will be essential, helping them prioritize budget requirements and make informed financial decisions. You will examine budget estimates for completeness, accuracy, and compliance with procedures and regulations, ensuring that all estimates meet organizational and regulatory standards. Furthermore, you will prepare detailed budgetary and financial reports covering various aspects such as the status of funds, commitments, obligations, expenditures, and disbursements. Responding to external audit requests and supporting the remediation of audit findings will also be part of your responsibilities, ensuring compliance with audit requirements and addressing any identified issues.

Responsibilities

Requirements

  • At least 8 years of experience in federal government budget analysis, including specific experience in executing funds, monitoring budget compliance, and preparing financial reports.
  • Proven ability to analyze budgeting and accounting reports, track fund status, and verify funds availability while adhering to budget limits.
  • Experience in researching and resolving unliquidated obligations and reporting on funding deviations from spending plans.
  • Skilled in providing budget interpretation and advice to program managers, examining budget estimates, and preparing comprehensive budgetary and financial reports.
  • Ability to respond to external audit requests, support audit remediation efforts, and ensure compliance with audit requirements and recommendations.
  • Must be a US Citizen.
  • Must possess an active and current DoD Secret Clearance (or higher).
