About the position

The Budget Analyst position at the Louisiana Military Department involves performing advanced analytical tasks related to financial management and budget preparation. The role requires collaboration with various departments to ensure compliance with state budget guidelines and effective management of assigned cost centers. Analysts will utilize complex Excel techniques and database management to support the agency's financial operations and reporting.

Responsibilities

  • Utilize advanced analytical skills and complex Excel formulas to perform in-depth quantitative analysis of finances.
  • Identify financial and operating risks associated with expenditures related to assigned cost centers.
  • Assist in the coordination, preparation, and review of the Agency's annual budget request.
  • Prepare the Agency's annual Children's Budget, Workforce Commission, and discretionary/non-discretionary budget submissions.
  • Prepare and enter budget adjustment documents in LaGov for approval.
  • Serve as primary point of contact for 25 assigned cost centers regarding budgetary matters.
  • Review completed Spending Execution Plans for assigned cost centers.
  • Ensure compliance with state budget guidelines and recommend adjustments to budgets.
  • Attend Program Budget Advisory Committee meetings and monitor assigned cost centers.
  • Assist Cost Centers with HR actions and position coding requests.
  • Collaborate with Fiscal, Cost Center, and Program Managers to identify and correct errors.
  • Prepare journal and payment vouchers as required.
  • Maintain and update the Expenditures and Payroll Transactions databases.
  • Assist in the production of Statistical Projects in LaGov.
  • Serve as a trainer for new Cost Center and Program personnel.

Requirements

  • Bachelor's degree preferred in accounting, business administration, economics, engineering, finance, statistics, computer science, or related fields.
  • Experience with Microsoft 365 Office Suite, including advanced Excel skills (Pivot Tables, VLOOKUPs, SUMIFs).
  • Experience with LaGov ERP, SAP ERP, or similar systems preferred.
  • Knowledge of Federal/State cooperative agreements is preferred.
  • Must have a valid Driver's License and be able to obtain a Department of Defense Common Access Card.

Nice-to-haves

  • Experience working with state government and military organizations.
  • Experience with performance-based budgeting.
  • Intermediate skills in Microsoft Access databases.
