About the position

The Budget Analyst position at the Louisiana Military Department involves performing advanced analytical tasks to support the financial operations of various cost centers and programs. The role requires in-depth quantitative analysis, budget preparation, and compliance monitoring, ensuring effective management of state resources. Analysts will collaborate with program managers and assist in the coordination of the agency's annual budget requests, while also serving as a primary point of contact for budgetary matters.

Responsibilities

  • Utilize advanced analytical skills and complex Excel techniques for quantitative analysis of finances.
  • Identify financial and operational risks associated with expenditures.
  • Assist in the preparation and review of the Agency's annual budget request.
  • Prepare and enter budget adjustment documents in LaGov for approval.
  • Serve as primary point of contact for 25 assigned cost centers regarding budget matters.
  • Review Spending Execution Plans for compliance with state budget guidelines.
  • Recommend adjustments to assigned cost center budgets and grant authority.
  • Attend Program Budget Advisory Committee meetings to monitor assigned cost centers.
  • Assist with HR actions and position coding requests for proper payment and reimbursement.
  • Collaborate with fiscal and program managers to identify and correct errors in budget execution.
  • Prepare journal and payment vouchers as required.
  • Maintain and update expenditure and payroll transaction databases weekly and bi-weekly, respectively.
  • Serve as a trainer for new cost center and program personnel.

Requirements

  • Bachelor's degree preferred in accounting, business administration, economics, or related fields.
  • Experience with Microsoft 365 Office Suite (Access, Excel, Word, Outlook, PowerPoint, Visio).
  • Experience with LaGov ERP, SAP ERP, or similar systems preferred.
  • Advanced skills in Microsoft Excel, including Pivot Tables, VLOOKUPs, and SUMIFs.
  • Intermediate skills in Microsoft Access databases.
  • Experience working with state government and military organizations preferred.

Nice-to-haves

  • Experience with performance-based budgeting.
  • Knowledge of Federal/State cooperative agreements.
