About the position

The Budget Analyst position at the Louisiana Department of Revenue (LDR) is integral to the Financial Services Division, specifically within the Budget Accounting Section. This role is designed to support the fiscal functions of the Department, ensuring that all employees have the necessary resources to perform their jobs efficiently. The incumbent will be responsible for advanced accounting and budgetary duties, which include the preparation, projection, and monitoring of the Department's budget, which is approximately $110 million. This budget encompasses various means of financing, including General Fund, self-generated funds, interagency transfers, statutory dedications, and federal funds. The Budget Analyst will prepare complex accounting reports and status updates that assess the financial operations of the Department, its programs, divisions, and projects. This position requires the ability to inform management of potential budgetary issues, including expenditure or cash-flow problems. Additionally, the analyst will prepare and monitor the Department's annual budget request, ensuring that all related documents for assigned budget categories are accurately completed. An ideal candidate for this position should possess strong competencies in managing budgets, utilizing data effectively, and working with financial information. The role demands a proactive approach to financial stewardship, ensuring that state resources are managed effectively and that financial data is used to guide decision-making processes within the organization.

Responsibilities

  • Prepare complex accounting reports and status updates to assess financial operations.
  • Inform management of potential budgetary expenditure or self-generated cash-flow problems.
  • Prepare and monitor the Department's annual budget request, including all related budget documents.
  • Monitor and forecast revenues and expenditures to identify trends and potential funding problems.
  • Prepare required reports and financial statements, including data compilation and analysis.
  • Propose alternatives to spending and revisions in authorized budgets.
  • Review, project, report, and propose changes to performance indicators.
  • Prepare budget adjustment forms as necessary to draw or transfer funds.

Requirements

  • A baccalaureate degree from an accredited college or university.
  • Six years of full-time work experience in any field may substitute for the required degree.
  • Candidates may combine work experience and college credit to substitute for the degree, with specific hour-to-experience ratios.
