About the position

The Montana Department of Public Health and Human Services (DPHHS) is seeking a Budget Analyst 2 to join the Behavioral Health & Developmental Disabilities Division, specifically within Fiscal Operations. This position plays a crucial role in supporting the budget and financial functions for assigned funds within the division. The primary responsibilities include analyzing monthly division budget and financial reports to maintain expenditure controls, providing advice and technical assistance with cost analysis, financial allocation, and budget preparation and monitoring, as well as preparing and submitting financial reports to federal agencies. In addition to these core functions, the Budget Analyst will assist in managing, monitoring, and reconciling contract system payments. The role encompasses a variety of centralized fiscal activities for the division, including budget management, expenditure tracking, cost projections, revenue collection, program analysis, contract audit reviews, oversight of program accounting analysis, and providing technical accounting assistance. The analyst will also be responsible for accounting and budget system data entry and verification, preparation of legislative information, and various reporting tasks. The assigned work requires the synthesis of the programs' missions, federal and state laws, administrative rules, new and developing legislation, rapidly changing technological and social issues, and fiscal constraints into a comprehensive analysis of the budget, programs, and actions designed to serve Montanans with behavioral health and developmental disabilities. Responsibilities

  • Analyze monthly division budget and financial reports to maintain expenditure controls.
  • Provide advice and technical assistance with cost analysis, financial allocation, and budget preparation and monitoring.
  • Prepare and submit financial reports to federal agencies.
  • Assist in managing, monitoring, and reconciling contract system payments.
  • Perform centralized fiscal activities including budget management, expenditure tracking, and revenue collection.
  • Conduct program analysis and contract audit reviews.
  • Oversee program accounting analysis and provide technical accounting assistance.
  • Perform accounting and budget system data entry and verification.
  • Prepare legislative information and various reports.

Requirements

  • Bachelor's degree in accounting, finance, business, economics, math, or closely related field.
  • Three years progressively responsible experience in accounting, budgeting, or fiscal management.
  • Knowledge of accounting, budgeting, auditing, and analytical techniques.
  • Excellent organization and time management skills.
  • Ability to proactively recognize and solve problems.
  • Ability to understand budgets and related program information.
  • Experience with SABHRS-financials is preferred.
