About the position

As a Budget Analyst 2 at the Allegheny County Department of Human Services (DHS), you will play a crucial role in the financial management of the largest human services funder in the region, serving over 200,000 residents annually through more than 300 community-based agencies. This position involves a variety of budgetary and financial functions, including the preparation of the annual budget, rebudgets, and various financial reports. You will collaborate closely with program offices to provide essential information, statistics, and fiscal interpretations, ensuring that decision-makers have the necessary data to support and guide service providers effectively. Your responsibilities will include preparing annual projections for assigned grants and analyzing monthly budgeting and accounting reports to maintain expenditure controls. You will generate a range of reports, including yearly, monthly, and ad hoc reports that detail the current status of funding against contractual obligations and project year-end surpluses or deficits for each funding stream. Communication is key in this role, as you will need to ensure that the financial reports you produce are clear and actionable for the bureaus and decision-makers relying on them. Additionally, you will review and approve contract modifications and adjustment requests from program offices, verifying the accuracy of the information provided. You will also assist in preparing the county grant budget for the annual budget submission, ensuring accuracy and smooth processing for payments. Responsibilities

  • Perform budgetary and financial functions related to the preparation of the annual budget, rebudgets, and reports.
  • Meet with program offices to provide information, statistics, and fiscal interpretations.
  • Prepare projections of assigned grants on an annual basis.
  • Analyze monthly agency budgeting and accounting reports to maintain expenditure controls.
  • Generate yearly, monthly, and ad hoc reports on funding status and projected year-end financial situations.
  • Review and approve contract modifications and adjustment requests from program offices.
  • Assist in the preparation of the county grant budget for the annual budget submission.

Requirements

  • One year of experience as a Budget Analyst I; or
  • Two years of experience in technical budget administration work, and a bachelor's degree; or
  • Any equivalent combination of experience and training.
  • Must meet the PA residency requirement.
