About the position

The Budget Analyst 3-4 position is located at the State Parks Administrative Office in Baton Rouge, LA, and is part of a Career Progression Group that allows for advancement to a Budget Analyst 4 based on qualifications. This role does not require a Civil Service test score for consideration. The primary function of this position is to perform budget preparation, review, and monitoring activities for the Department of Culture, Recreation, and Tourism, specifically for the Office of State Parks, which supports 36 statewide field units with an annual budget of approximately $34 to $40 million. The ideal candidate will possess competencies in managing budgets, using data effectively, working with financial information, acting with ethics and integrity, communicating effectively, and following policies and procedures. The position involves significant responsibilities, including compiling and analyzing historical operational data for budget assessments, monitoring and forecasting revenue and expenditures, and advising the Administrative Program Director on budget adjustments and fund transfers. Additionally, the Budget Analyst will oversee purchasing and accounts payable functions, ensuring compliance with state purchasing rules and regulations, and managing LaCarte purchasing card transactions. This role requires a strong understanding of financial data and the ability to communicate complex information clearly and effectively. The position is classified as advanced level work, generally supervised by a Budget Manager or other higher-level fiscal position, and does not involve supervisory responsibilities. The successful candidate will be expected to perform highly complex budget management functions and contribute to the financial health of the agency.

Responsibilities

  • Perform budget preparation, review, and monitoring activities.
  • Compile and analyze historical operational data for budget assessment.
  • Monitor and forecast revenue and expenditures to identify trends and potential funding problems.
  • Propose alternatives to spending and revisions in the agency budget.
  • Prepare budget adjustment and fund transfer requests.
  • Advise the Administrative Program Director on remaining budget amounts and changes to existing budgets.
  • Receive, review, and verify supplemental receiving reports and invoices for accuracy and completeness.
  • Advise personnel regarding compliance with purchasing rules and regulations.
  • Monitor purchase requests to ensure proper coding and documentation.
  • Oversee Accounts Payable functions, including processing invoices for payment and reconciling discrepancies.
  • Oversee and post audit approval of all LaCarte Visa purchasing card statements and supporting documentation.

Requirements

  • A baccalaureate degree plus two years of professional level experience in accounting, financial auditing, budgeting, procurement, human resources, policy planning, statistical analysis, or financial services.
  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • A master's degree in business administration, accounting, finance, human resources, public administration, or statistics will substitute for one year of the required experience.
