About the position

The Budget Analyst 3 position at the Iowa Department of Public Defense is a critical role responsible for managing and analyzing the agency's budgets, which encompass federal, state, and private funds totaling over $60 million annually. The analyst will report to the State Comptroller and will be tasked with developing budget proposals, ensuring compliance with financial regulations, and providing detailed fiscal analysis to support the agency's operations and decision-making processes.

Responsibilities

  • Serve as the lead analyst for the agency budgets of federal, state, and private funds.
  • Develop the two-year initial budget offering and the one-year legislatively approved budget appropriation.
  • Complete all budget entries and corrections into the agency and State budget and financial systems.
  • Analyze and maintain the state, federal, and non-federal budgets for all agency operations.
  • Prepare reports, charts, and graphs for management with operational and fiscal analysis and recommendations.
  • File financial and budget reports with the Iowa Department of Management and Legislative Services Agency.
  • Answer questions from DOM Fiscal Policy Analysts and LSA Analysts as requested.
  • Develop and modify the annual Centralized Payroll Plan (CPP).
  • Establish budgetary controls to ensure compliance with federal and state laws, regulations, and guidelines.
  • Act as the point of contact and financial liaison for military Program Managers and budget analysts.
  • Develop detailed salary and expense projections for budget execution.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and three years of full-time work in professional level budget analysis or fiscal management.
  • Three years of full-time work experience in professional level budget analysis or fiscal management, and a total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Graduation from an accredited college or university with a master's degree in business administration or public administration, and two years of full-time work experience in professional level budget analysis or fiscal management.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
