About the position

The Budget Analyst 3 position at the Department of Retirement Systems is designed for a collaborative problem-solver with a strong background in finance or accounting. The role focuses on budgetary planning, reporting, and addressing financial challenges, while promoting a culture of diversity, inclusion, accessibility, and belonging. The analyst will work closely with the Budget Director on biennial budget processes, performance management, and benchmarking, ensuring accuracy and consistency in financial data and reporting.

Responsibilities

  • Requesting and gathering materials for annual and biennial OFM budget processes and pension administration benchmarking.
  • Analyzing and reconciling data to ensure accuracy and consistency.
  • Submitting data via OFM's budget systems, including ABS, SPS, RPM, FNS, TALS, and ER.
  • Preparing monthly budget analysis summaries for the Leadership Team.
  • Coordinating the flow of fiscal notes through the assignment, development, review, approval, and submittal process.
  • Gathering and analyzing data for division-level Quarterly Target Reviews and agency-level Quarterly Strategy Reviews.

Requirements

  • Proven experience in researching, gathering, and understanding financial data.
  • Experience analyzing data to make recommendations for business needs.
  • Utilizing logic in analyzing organization-specific cost and financial data.
  • Minimum of five years of professional work experience in finance or accounting.
  • Bachelor's degree in accounting, economics, statistics, or a closely allied field (may substitute for up to three years of experience).
  • Experience in the pension industry or financial industries is highly desired.
  • Demonstrated knowledge of OFM's budget systems (e.g., ABS, FNS, RPM, SPS, TALS, ER).
  • Advanced proficiency in Microsoft Excel (version 2016 or newer).
  • Demonstrated proficiency in analysis, research, attention to detail, communication, problem-solving, and judgment.

Nice-to-haves

  • Experience working in the pension industry or having a Certified Financial Planner or investment management certification.
