About the position

The Budget Analyst 4 (BA4) position at the Department of Natural Resources (DNR) offers an exciting opportunity to contribute to the management and oversight of the statewide forest practices program. This program is crucial for regulating forestry activities on non-federal, non-tribal forestlands, ensuring the protection of public resources and safety through the administration of rules developed by the Forest Practices Board. The role involves working within the Forest Regulation Division, which oversees activities on over 12 million acres of state and private forest lands. As a Budget Analyst, you will be responsible for developing, managing, and monitoring the statewide programmatic budget, which includes both operating and capital budgets for the division. You will provide essential budget analysis, allotment allocations, and coordinate contract and grant funding, supporting the development and submission of deliverables and operating budgets. Additionally, you will play a key role in consultative planning and analysis services, as well as coordinating legislative bills and fiscal notes. This full-time, permanent position is based in Olympia, WA, with flexible and hybrid remote work options available. Responsibilities

  • Develop, manage, and monitor statewide programmatic budget
  • Manage operating and capital budgets for the Forest Regulation Division
  • Provide budget analysis, allotment allocations, monitoring, and contract/grant funding coordination
  • Support the development and submittal of deliverables and operating budgets
  • Provide consultative planning and analysis services
  • Coordinate legislative bills and fiscal notes

Requirements

  • A bachelor's degree in business, public administration, accounting, economics, statistics, or relevant field; AND five years of recent professional experience in budgets, management or program analysis; OR an equivalent combination of education and/or experience.
  • Experience with design, building, and administration of project libraries, lists, and toolkit platforms such as Microsoft SharePoint, Microsoft Word, Excel, PowerPoint, and Power BI.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

Nice-to-haves

  • A master's degree in accounting, statistics, mathematics, economics, or a similar field; AND two (2) years of recent professional experience managing large budgets and data sets.
  • Demonstrated experience in effectively working independently under general supervision.
  • Demonstrated experience in effectively applying and adapting established accounting methods to a variety of payable and accounting transactions.
  • Demonstrated experience in effectively analyzing, monitoring, and evaluating accounting activities.
  • Demonstrated experience in effectively building complex spreadsheets and visualization tools to ensure accuracy, tracking, and understanding of data and metrics.
