The Budget Analyst 4 position is located within the Louisiana Department of Health, specifically in the Office of the Secretary, Planning and Budget division. In this role, the Budget Analyst will monitor and forecast revenues and expenditures, identifying trends and potential funding issues. They will prepare required reports and financial statements, which will involve compiling and analyzing data to propose alternatives to spending and revisions in the authorized budget. The analyst will also be responsible for reviewing performance indicators and making necessary adjustments to budget forms to draw or transfer funds as needed. This position may involve supervising one lower-level fiscal position and providing functional oversight to departmental or agency staff regarding budgetary matters. The Budget Analyst 4 will be expected to act decisively, communicate effectively, and adhere to policies and procedures while managing their time efficiently. This position is classified and may be filled as a probationary or promotional appointment, depending on the qualifications of the selected applicant.

Responsibilities

  • Perform specialized budget preparation, review, and monitoring activities.
  • Monitor and forecast revenues and expenditures to identify trends and potential funding problems.
  • Prepare required reports and financial statements, including the compilation and analysis of data.
  • Propose alternatives to spending and revisions in the authorized budget.
  • Review, project, report, and propose changes to performance indicators.
  • Prepare budget adjustment forms as necessary to draw or transfer funds.
  • Serve as a technical specialist performing in-depth activities in programs requiring advanced knowledge, skills, and abilities.

Requirements

  • A baccalaureate degree plus three years of professional level experience in accounting, financial auditing, budgeting, procurement, human resources, policy planning, statistical analysis, or financial services.
  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
  • A master's degree in business administration, accounting, finance, human resources, public administration, or statistics will substitute for one year of the required experience.
