About the position

The Budget Analyst 4 position at the Iowa Department of Education is a leadership role responsible for overseeing the department's $5 billion annual budget. This includes managing state appropriations and federal funds, providing budget analysis, and ensuring compliance with financial regulations. The analyst will collaborate with agency officials, develop policies, and prepare financial reports to support effective resource management and program evaluation.

Responsibilities

  • Serve in a leadership capacity for the department's budget management.
  • Develop, implement, monitor, and reconcile the agency's budget.
  • Perform advanced level financial analysis and planning for state and federal funds.
  • Assist in developing procedures for efficient budget administration.
  • Reconcile and monitor department records with state and federal accounting systems.
  • Analyze information to recommend solutions for financial problems and evaluate program effectiveness.
  • Draft technical reports and assess budgetary impacts of proposed legislation.
  • Notify management of funding changes and implement new procedures.
  • Prepare financial status reports for state and federal agencies.
  • Maintain historical cost data and prepare reports for fiscal analysis.
  • Develop standards and procedures for budget administration efficiency.
  • Provide consultative budget analysis and support program staff with budget considerations.
  • Train and collaborate with bureau and department staff on budget management.
  • Prepare human resource and payroll reports, including salary projections.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration.
  • Five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • Current experience in the state executive branch, including one year as a Budget Analyst 3 or two years as a Budget Analyst 2.
