About the position

The Iowa Department of Education is seeking a highly qualified candidate for the position of Budget Analyst 4. This role is integral to the Department's financial operations, overseeing the development and maintenance of a substantial annual budget of $5 billion, which includes over 50 state appropriations and approximately $500 million in federal funds. The successful candidate will be responsible for preparing detailed reports on income, expenditures, and forecasting future financial needs, ensuring that budget processes run smoothly across the Department. In this position, you will collaborate closely with Department program staff and management on various financial matters, including budget analysis, budget projections, appropriations control, allowability, and match formulation and monitoring. You will also be tasked with recommending solutions for resolving program and project financial problems while evaluating program effectiveness. Analyzing proposed legislation and policy revisions to assess their budgetary impact will be a key responsibility, along with drafting technical reports and correspondence. Additionally, you will develop standards and procedures aimed at enhancing budget administration and fiscal analysis. Preparing human resource and payroll reports, including salary projections, vacancy projections, and costing of new positions, will also fall under your purview. Responsibilities

  • Oversee the development and maintenance of the Department's $5 billion annual budget.
  • Prepare detailed reports on income, expenditures, and forecasting future financial needs.
  • Collaborate with Department program staff and management on financial matters, including budget analysis and projections.
  • Recommend solutions for resolving program/project financial problems and evaluating program effectiveness.
  • Analyze proposed legislation and policy revisions to assess budgetary impact and draft technical reports/correspondence.
  • Develop standards and procedures for more efficient budget administration and fiscal analysis.
  • Prepare human resource and payroll reports including salary projections, vacancy projections, and costing of new positions.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration.
  • Experience equal to five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • A total of nine years of education and/or full-time experience, with thirty semester hours of accredited college or university coursework in accounting, finance, or business administration equaling one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
