About the position

The Budget Analyst 4 position at the Department of Commerce is responsible for providing expert-level budget analysis and financial consultative services to various programs and divisions. This role supports the Financial Services Division by developing and monitoring operating and capital budgets, ensuring compliance with federal and state regulations, and facilitating financial reporting and analysis. The position emphasizes collaboration, diversity, and equity in its mission to strengthen communities across Washington State.

Responsibilities

  • Independently research and interpret the State Administrative and Accounting Manual (SAAM), RCW's, WAC's, federal rules/regulations, and Commerce policies to provide in-depth consultation services.
  • Review and record federal grant agreement requirements, ensuring compliance with regulations and monitoring expenditures.
  • Develop biennium budgets and allotments for each program in collaboration with management.
  • Design, develop, and implement computer models, spreadsheets, and reports for fiscal data analysis.
  • Facilitate monthly financial status review reports and meetings for program managers.
  • Prepare required program budget information for legislative presentations and collaborate on fiscal notes.
  • Review and approve draft contracts and ensure compliance with requirements.
  • Participate in program spending implementation and develop analytical tools for financial management.
  • Serve as a liaison with Financial Services Division and respond to budget-related inquiries.
  • Review and approve direct billing associated with accounting assignments.
  • Conduct complex fiscal research and analysis as needed.
  • Provide research data and reporting to executive management and legislative staff.
  • Monitor program allotments and recommend actions based on fiscal considerations.
  • Coordinate with Operations Manager to ensure alignment at the division level.

Requirements

  • Nine (9) years of professional experience in budgets, management or program analysis, public administration, accounting, economics or statistics, or equivalent education and experience.
  • Experience communicating complex issues verbally and in writing.
  • Possess analytical skills for financial research and modeling in complex multi-system environments.
  • Proficient in Excel, Power Point, and other Microsoft Office applications.

Nice-to-haves

  • Experience working with multiple fund sources (state, federal, private, local, and fiscal notes).
  • Professional experience with Washington State financial systems such as Web-Intelligence/Enterprise Reporting and Budget Development System (BDS).
  • Knowledge of state and federal budget and accounting processes, rules, and regulations.
  • Experience with fiscal note preparation and/or review.
  • Direct experience managing Operating and/or Capital budget resources.
