About the position

The Budget Analyst position at the Florida Department of Health in St. Johns County is a highly responsible role focused on budget management, ensuring compliance with funding sources, and accurate reporting of grant activities and expenditures. The analyst will work closely with program managers to develop and maintain the annual operating budget, conduct budget analysis, and provide training on budget management. This role also involves contract management and supporting the finance and accounting department.

Responsibilities

  • Assist in developing and maintaining the FDOH-SJC annual operating budget.
  • Meet with program managers quarterly to monitor and update programmatic budgets.
  • Provide detailed budget analysis on all budget entities.
  • Conduct ongoing training regarding budget development and management.
  • Provide technical guidance for utilizing reports as management tools.
  • Review and audit account information in accounting systems for accuracy.
  • Prepare monthly, quarterly, and annual budget and accounting reports in accordance with GAAP procedures.
  • Act as a Contract Manager for FDOH-SJC, maintaining required documentation.
  • Monitor and assist in the development of the annual Core Contract with the St. Johns County Board of County Commissioners.
  • Serve as an accountant or approver for FDOH-SJC Purchasing Cards approval process.
  • Provide backup support for accounts receivable and accounts payable.
  • Serve as a Deputy Registrar in the Vital Statistics Office.

Requirements

  • Knowledge of accounting and auditing principles and procedures.

  • Skilled in the use of software systems.
  • Skilled in decision making, problem solving, and critical thinking.
  • Ability to write and develop financial reports.
  • Ability to apply basic mathematic principles.
  • Ability to use Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to prepare, develop, examine, and recommend budgets and revisions.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships.

Nice-to-haves

  • Experience with public health budgeting and finance.
