About the position

The Budget Analyst (Agency Budget Specialist II) position at the Maryland Department of Human Services (DHS) is a critical role that involves preparing the budget request in accordance with established guidelines and responding to various fiscal adjustments. The analyst will also be tasked with retrieving and preparing printed copies of numerical requests along with the corresponding budget justification notes. The position is located at the Maryland Department of Human Services Office of Budget and Management in Baltimore, MD, and is part of a larger team dedicated to improving the lives of Maryland residents through effective economic support and preventive services. The ideal candidate will possess a strong background in budgeting, with at least seven years of experience in budget preparation and execution. Candidates with a Bachelor's degree and relevant experience, or those with graduate education in related fields, may also be considered. Responsibilities

  • Assist the Family Investment Administration in the preparation of an annual budget request.
  • Prepare fiscal estimates and impact statements in response to legislative bills and proposed legislation.
  • Prepare quantitative portions of budget requests.
  • Monitor financial status of agencies within the Department according to specific funding rules, procedures, and requirements.
  • Provide assistance and direction in the technical operation, retrieval, and preparation of computerized data files, printed copies of the numerical request, and the corresponding budget justification notes.

Requirements

  • Seven years of experience in budget preparation, presentation, and execution.
  • Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation, and execution may substitute for the required experience.
  • Graduate education from an accredited college or university in accounting, business administration, economics, finance, political science, or public administration at a rate of 30 credit hours may substitute for five years of required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work may substitute for the required experience.

Nice-to-haves

  • One year of experience working in federal, state, or local government accounting.
  • One year of experience with Budget Analysis and Reporting System (BARS), Maryland Financial Management Information System (FMIS), and Google software suite.
  • One year of experience working with a Family Investment Administration Program or a Refugee and Asylee Program at the local, state, or federal level.
