About the position

The Maryland Department of Human Services (DHS) is seeking a dedicated individual to join their team as a Budget Analyst Specialist Trainee. This full-time position is designed for individuals who are eager to learn and grow within the field of budget analysis. The primary responsibility of the Budget Analyst Trainee is to receive training in the provision of staff support and assistance as a proficient budget analyst. This role is crucial in ensuring that the DHS can effectively manage its financial resources to meet the needs of over 1 million Marylanders each year. As a Budget Analyst Trainee, you will be immersed in the processes of budget development, negotiation, and execution. You will learn to prepare budget requests in accordance with established guidelines and adapt to changes such as inflation adjustments and deficiency appropriations. The position requires a commitment to understanding the intricacies of budget management and the ability to work collaboratively with various departments to ensure that financial resources are allocated efficiently and effectively. In this role, you will assist in the preparation of the annual budget for the Family Investment Administration, ensuring that it aligns with the agency's goals and program objectives. You will verify the accuracy of procurement documents, monitor contract balances, and utilize various financial management systems to track expenditures. The position also involves preparing quantitative portions of budget requests, which include experience-based items, formula-driven costs, and caseload-driven costs. Your training will equip you with the skills necessary to prepare balance sheet items and ensure the reliability of departmental fiscal resources.

Responsibilities

  • Assist in the preparation of an annual budget for the Family Investment Administration.
  • Verify accuracy and certify procurement documents for availability of funds.
  • Monitor contract balances using Advanced Purchasing Inventory Control System (ADPICS) and Relational Statewide Accounting Reporting System (R*STARS).
  • Prepare quantitative portions of budget requests, including experience-based items and inflation adjustments.
  • Provide assistance in the technical operation and preparation of computerized data files.
  • Prepare balance sheet items utilizing current expenditure reports.

Requirements

  • Four years of experience in budget preparation, presentation, and execution.
  • Possession of a Bachelor's degree from an accredited college or university may substitute for the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications may substitute for the required experience.

Nice-to-haves

  • One year of experience working with Budget Analysis and Reporting System (BARS).
  • One year of experience working with Maryland Financial Management Information System (FMIS).
  • One year of experience with Google software suite.
