About the position

Noblis is seeking experienced Budget Analysts for our client's operational requirements on a mission-focused program located in McLean, VA or Bethesda, MD. Successful candidates in this position will collaborate with a diverse group of individuals across the intelligence community (IC) and directly contribute to the development and implementation of Agency budgets. The role involves developing, analyzing, and proposing recommendations for financial data calls and IC portfolio reviews, as well as evaluating fiscal program builds. Analysts will coordinate with the Office of the Director of National Intelligence and other IC agencies to gather financial data, assess performance against stated benchmarks, and develop recommendations for program builds. In addition, Budget Analysts will lead or support the development of funding documents, develop spend plans, track spending and execution, and document financial commitments, obligations, and expenses. They will also draft inputs to the Congressional Budget Justification Book (CBJB) to Congress and participate in all aspects of the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) process. This position requires a strong understanding of the IC financial systems, processes, data, and policies, as well as the ability to work within a highly dynamic environment with multiple competing priorities. Candidates must demonstrate proven ability to communicate effectively with senior leaders and action officers from across the IC, and to lead or contribute to multiple projects simultaneously.

Responsibilities

Requirements

  • Demonstrated experience working with IC Agencies.
  • Knowledge of/experience with the CBJB and IPPBE processes.
  • Knowledge of/experience with IC financial systems, processes, data, and policies.
  • Proven ability to work within a highly dynamic environment, often with multiple competing priorities.
  • Proven ability to work and communicate with senior leaders and action officers from across the IC.
  • Proven ability to lead, facilitate, and substantially add value to working groups or interagency teams.
  • Proven ability to lead or contribute to multiple projects simultaneously.
  • Active TS/SCI with CI Polygraph.
