About the position

The Budget Analyst (Civilian Pay) position at the Department of Defense involves serving as the principal analyst and advisor for civilian pay costing and fund execution within the United States Army Reserve Command. The role requires coordination with various organizations to ensure accurate payment and record-keeping, as well as managing civilian pay transaction activities. The analyst will conduct budget program planning, analysis, and policy advisory functions, while maintaining budgetary records and interpreting fiscal regulations to resolve budgetary issues.

Responsibilities

  • Serve as principal analyst, advisor, and administrator for civilian pay costing and execution of funds.
  • Coordinate with multiple organizations and agencies to resolve issues and ensure accuracy of payment and records.
  • Manage Civilian Pay transaction activity.
  • Advise on General Fund Enterprise Business System (GFEBS).
  • Conduct budget program planning, analysis, execution, and policy advisory functions for assigned programs throughout the Command.
  • Update lines of accounting and establish new hires.
  • Plan budget services, management of resources, and forecasting of budgetary trends and activities.
  • Maintain budgetary records that monitor obligations and expenditures throughout the execution phase of the annual operating budget.
  • Interpret budget directives, fiscal regulations, and legislation to resolve budgetary problems.
  • Make recommendations to plans, policies, and programs.

Requirements

  • DoD Financial Management Certification Program Level 2 is required.
  • Specialized experience at the GS-11 level includes analyzing, interpreting, and applying policy for pay actions, and developing statistical information for budget requests.
  • Specialized experience at the GS-12 level includes developing budgetary plans and advising managers on funding matters.
