About the position

Join our team of accounting professionals at the Division of Management Services as a Budget Analyst (Financial Specialist Senior classification). This role is dedicated to strengthening the health, safety, and independence of Idahoans. The primary responsibilities of the Budget Analyst include annual budget preparation, budget distribution, quarterly budget reviews, and providing financial management support. You will also be responsible for reviewing grant applications and preparing expenditure adjustments. We are looking for a candidate who is a quick learner, self-motivated, and capable of tackling big projects. Collaboration and partnership with stakeholders are essential to achieve greater results in this role. The ideal candidate will be organized and able to make progress even in the absence of complete information. Adaptability to changing priorities and deadlines is crucial. Excellent analytical skills, strong attention to detail, and the ability to develop good working relationships are essential traits for success in this position. After successful completion of probation, this position may be eligible for telework and can work out of any DHW statewide location.

Responsibilities

  • Develop and maintain accounting systems.
  • Research and analyze financial documents to ensure compliance with federal and state laws, regulations, and accounting principles.
  • Conduct meetings to discuss financial-related issues that may be controversial, adversarial, or confidential in nature.
  • Conduct interviews to solicit sensitive and/or confidential financial information.
  • Develop and prepare complex financial documents such as financial statements, budgets, and cost analysis.
  • Audit financial data for completeness and compliance with federal and state laws and regulations.
  • Utilize current information technology to analyze, research, and maintain financial data, develop financial documents, and resolve problems.
  • Analyze technical financial problems and provide professional assistance and advice concerning their solutions.

Requirements

  • Good knowledge of accounting principles and practices, typically gained by at least four years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR an Associate's degree in accounting AND at least two years of professional work experience as an accountant or equivalent.
  • Experience developing and preparing financial documents, typically gained by at least one year of full-time work experience.
  • Experience using a personal computer to develop, analyze, and report on financial data, typically gained by at least one year of work experience using a personal computer to develop, analyze, and report on financial data as a regularly assigned job duty.
  • Experience analyzing financial activities and recommending management action, typically gained by at least one year of full-time work experience.

Nice-to-haves

  • Expertise in Excel, typically gained by a minimum of 3 years of practical application.
  • Governmental accounting experience and knowledge of federal funding sources, typically gained by at least one year of related full-time work experience.
