About the position

Nickol Global Solutions (NGS) is seeking an experienced Budget Analyst to work within the Program Office of USAID's Democracy, Human Rights and Governance (DRG) Bureau. The role involves analyzing budgets, assisting with financial decisions, project development and management, and providing administrative support. This position is based in Washington, D.C., and is a contract role with an expected start date of November 1, 2024, for an initial period of one year.

Responsibilities

  • Serve as an expert on budgeting and financial management issues and activities, including historical costs.
  • Develop, maintain, and monitor the program budgets of select offices, ensuring funds are available for programs and activities.
  • Ensure that all related documentation is prepared accurately.
  • Advise Senior Program analysts, the Budget Team Lead, and Program Office.
  • Ensure that financial account allocations meet technical office needs and directives in consultation with the core team.
  • Assist core team with documentation and management of USAID Programs and/or Projects.
  • Review all program documentation for adherence to Agency/Bureau format, goals, and policies.
  • Provide guidance to specialized Office staff in procedural matters relating to project design, approval, obligation, and implementation.
  • Develop processes and implementation documents based on technical information provided by technical officers.
  • Prepare or assure preparation of implementation documents, concept papers, briefing memoranda, authorizations, and Congressional Notifications.
  • Assist the Bureau and Missions in improving activity management approaches.
  • Advise the Program Office on programmatic, technical, and budgetary aspects of field support services to USAID Missions.
  • Handle field support budget transfer requests and ensure they are entered in the Field Support Database.
  • Guide specified Office activity managers in preparing activities for entry into the Global Acquisition and Assistance System (GLAAS).
  • Advise specified Office Director on the status of requests in GLAAS.
  • Serve as the technical office Program Manager in Phoenix and GLAAS for fund commitments.
  • Assist with the Acquisition and Assistance (A&A) plan to monitor and track program actions for obligation.
  • Advise senior Program Analysts and technical staff on significant problems with Phoenix and GLAAS systems functionality.
  • Perform other duties as assigned.

Requirements

  • Bachelor's Degree
  • At least 5 years of experience
  • Experience in GLAAS and Phoenix is preferred
  • Experience planning and managing budgets is preferred
