About the position

The Office of the Chief Financial Officer (OCFO) is seeking a dedicated Budget Analyst to join its team. This position is integral to the Education Cluster (EC) and the University of the District of Columbia (UDC), as well as the District of Columbia Public Schools (DCPS). The primary mission of the OCFO is to enhance the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia. The Budget Analyst will play a crucial role in formulating, justifying, monitoring, and developing process improvement strategies for budgets within the assigned agency's department. In this role, the Budget Analyst will be responsible for validating the accuracy of budget requests and performing special analyses of specific budgetary programs and projects. This includes providing recommendations and accurate budget projections to ensure that the financial resources are allocated effectively. The analyst will coordinate with program managers and other financial personnel to gather sufficient information to provide sustainable justifications for budget requests. Moreover, the Budget Analyst will ensure that the budgets of assigned program operations are expended in a manner that achieves program goals, meets established criteria, and complies with regulatory requirements. Continuous oversight of the program's expenditure of approved funds is essential, and the analyst will develop guidance and tools to enhance the department's ability to make proper budgetary formulations, execution determinations, and planning decisions. The role also involves assessing the impact of revised budget execution policies and timetables, providing guidance to program management regarding the status of funds and any related issues. Other related duties may be assigned as necessary.

Responsibilities

  • Validating the accuracy of budget requests.
  • Performing special analysis of specific budgetary programs and projects.
  • Providing recommendations and accurate budget projections.

  • Ensuring budgets are expended to achieve program goals and meet regulatory compliance.
  • Providing continuous oversight of program expenditure of approved funds.
  • Developing guidance and tools for budgetary formulations and planning decisions.
  • Assessing the impact of revised budget execution policies and providing guidance to program management.

Requirements

  • Two (2) years of progressive experience in budget formulation, justification, monitoring, and coordination.
  • Experience in preparing reports, analysis, and justifications related to funding matters.
