About the position

The Office of the Chief Financial Officer (OCFO) is seeking a dedicated and detail-oriented Budget Analyst to join its Economic Development and Regulation Cluster (EDRC) within the Public Service Commission/Office of People's Counsel. The primary mission of the OCFO is to enhance the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia. As a Budget Analyst, you will play a crucial role in formulating, justifying, monitoring, and developing process improvement strategies for budgets within your assigned agency's department. This position is essential for ensuring that budgetary processes are efficient, transparent, and aligned with the agency's goals. In this role, you will be responsible for validating the accuracy of budget requests and performing special analyses of specific budgetary programs and projects. You will provide recommendations and accurate budget projections while coordinating with program managers and other financial personnel to gather sufficient information for sustainable justification of requests. Your oversight will ensure that the budgets of assigned program operations are expended in a manner that achieves program goals, meets established criteria, and complies with regulatory requirements. Additionally, you will provide continuous oversight of the program's expenditure of approved funds and develop guidance and tools to enhance the department's ability to make proper budgetary formulations, execution determinations, and planning decisions. You will also assess the impact of revised budget execution policies and timetables, providing guidance to program management regarding the status of funds and any related issues. This position may also involve performing other related duties as assigned, contributing to the overall effectiveness of the OCFO's financial operations.

Responsibilities

  • Validating the accuracy of budget requests and performing special analysis of specific budgetary programs and projects.
  • Providing recommendations and accurate budget projections.
  • Coordinating with program managers and other financial personnel to obtain sufficient information for sustainable justification of requests.
  • Ensuring that the budgets of assigned program operations are expended in a manner that achieves program goals, meets established criteria, and regulatory compliance.
  • Providing continuous oversight of the program's expenditure of approved funds.
  • Developing guidance and tools to increase the department's ability to make proper budgetary formulations, execution determinations, and planning decisions.
  • Assessing the impact of revised budget execution policy and timetables and providing guidance to program management concerning the status of funds and issues.
  • Performing other related duties as assigned.

Requirements

  • Two (2) years of progressive experience performing duties related to the work of the position such as formulating, justifying, monitoring, coordinating and approving budget requests.
  • Experience in preparing reports, analysis, and justifications related to funding matters.
  • Proficiency in SAP ERP systems, SOX, GAAP, and budgeting.
