About the position

The Budget Analyst (FA2) position at Oregon Housing and Community Services (OHCS) is a full-time role focused on budget management and financial analysis. The analyst will work closely with the Budget Section to develop and implement the agency's budget, conduct in-depth financial and policy analysis, and support management in fiscal decision-making. This hybrid position requires both remote work and some in-person presence in Salem, Oregon.

Responsibilities

  • Provide budget administration for the agency.
  • Support the Budget Section in the development and implementation of the OHCS budget.
  • Conduct complex revenue and expenditure analysis.
  • Develop financial policies and budget systems.
  • Consult with management and program staff regarding budgetary matters.
  • Coordinate with financial and budgetary staff to improve internal controls.

Requirements

  • Five years of progressively responsible experience in budget preparation, analysis, and administration.
  • OR five years of professional-level experience in accounting, fiscal auditing, management, or program analysis, including modeling and forecasting.
  • OR successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
  • A bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of experience.
  • A graduate-level degree in the above areas may substitute for four of the five years of experience.

Nice-to-haves

  • Experience with complex revenue and expenditure analysis.
  • Knowledge of governmental budgets and fiscal management.
  • Expertise in vendor and relationship management, including contract administration and procurement.
  • Ability to interpret and analyze state and federal statutes.
  • Excellent computer, presentation, verbal, and written communication skills.
  • Demonstrated awareness of race and social justice.
