About the position

The Budget Analyst (FA2) position at Oregon Housing and Community Services (OHCS) is a full-time role responsible for in-depth financial and policy development and analysis related to budget management. The analyst will work closely with the Budget Section to support the development and implementation of the agency's budget, conducting complex revenue and expenditure analysis, and improving internal controls. This role is essential for ensuring effective fiscal management within the agency.

Responsibilities

• Provide budget administration for the agency.
• Support the Budget Section in the development and implementation of the OHCS budget.
• Conduct in-depth financial and policy development and analysis related to budget management.
• Perform complex revenue and expenditure analysis.
• Develop budget systems and financial policies.
• Consult with management and program staff regarding budgetary matters.
• Coordinate with financial and budgetary staff to improve internal controls.

Requirements

• Five years of progressively responsible experience in budget preparation, analysis, and administration.
• OR five years of professional-level experience in accounting, fiscal auditing, management, or program analysis.
• Experience must include modeling, forecasting, and analyzing fiscal information.
• A bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of required experience.
• A graduate-level degree in the above areas may substitute for four of the five years.

Nice-to-haves

• Experience with complex revenue and expenditure analysis.
• Knowledge of governmental budgets and fiscal management.
• Expertise in vendor and relationship management, including contract administration and procurement.
• Ability to interpret and analyze state and federal statutes.
