About the position

The Budget Analyst position at Oregon Housing and Community Services (OHCS) involves in-depth financial and policy development and analysis related to budget management. The role supports the Budget Section in managing and coordinating the development and implementation of the agency's budget, requiring expertise in revenue and expenditure analysis, financial policy development, and consultation with management and program staff.

Responsibilities

  • Provide budget administration for the agency.
  • Support the Budget Section in the development and implementation of the OHCS budget.
  • Conduct in-depth financial and policy development and analysis related to budget management.
  • Perform complex revenue and expenditure analysis.
  • Develop budget systems and financial policies.
  • Consult with management and program staff regarding budgetary matters.
  • Coordinate with financial and budgetary staff to improve or develop internal controls.

Requirements

  • Five years of progressively responsible experience in budget preparation, analysis, and administration.
  • OR five years of professional-level experience in accounting, fiscal auditing, management, or program analysis.
  • Experience must include modeling, forecasting, and analyzing fiscal information.
  • A bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of required experience.
  • A graduate-level degree in the above areas may substitute for four of the five years.

Nice-to-haves

  • Experience with complex revenue and expenditure analysis.
  • Knowledge of governmental budgets and fiscal management.
  • Expertise in vendor and relationship management, including contract administration and procurement.
  • Ability to interpret and analyze state and federal statutes.
  • Excellent computer, presentation, verbal, and written communication skills.
  • Demonstrated awareness of race and social justice.
