About the position

The Budget Analyst position at Jeffco Public Schools involves supporting district-wide financial planning, capital monitoring, and treasury activities. The role requires analyzing financial performance, preparing forecasts, and providing detailed financial reports to aid in decision-making. The analyst will work closely with various departments to ensure that capital project timelines align with budgetary needs, contributing to the overall financial health of the district.

Responsibilities

  • Conduct complex financial planning and analysis activities, including capital monitoring, planning, reporting, and recording districtwide financial and treasury information.
  • Provide the Budget department with annual and multi-year capital planning/forecasting details and presentations.
  • Perform continuous monitoring and reporting of capital expenditures and cash flow to ensure optimal financial performance.
  • Collaborate closely with facilities and planning departments to correlate capital project timelines and strategies with cash and capital planning.
  • Maintain a multi-year capital expenditure forecast for Cap Reserve, General Fund, and other building/capital related funds for the annual budget process.
  • Prepare and present financial analysis and reports related to capital management and treasury activities.
  • Perform and maintain monthly/quarterly cash flow analysis and capital reserve fund activities.
  • Conduct quarterly actual investment reporting/analysis to be included in the Quarterly Financial Package.
  • Analyze financial performance metrics and key performance indicators to support decision-making, including presentations to the Board of Education.
  • Prepare the annual Mill Levy Certification for the appropriate County Assessor's Office.
  • Hold regular meetings with key stakeholders regarding capital monitoring and planning to maintain accurate forecasts for cash draws and project budgets.
  • Maintain and create appropriate accounting strings in the General Ledger related to Capital Assets and Projects.
  • Track capital asset disposal and acquisition.
  • Work with the Financial Planning Specialist and Construction Project Team to reconcile construction payments along with capital project expenses, encumbrances, and financial reporting.
  • Act as a subject matter expert on District committees to help solve District issues and provide cost analysis and support.
  • Assist citizen committees to provide information, collect data, and report on committee data needs.
  • Support the annual audit for Capital Reserve Fund reconciliation.
  • Backup Financial Specialist for maintaining District access and security with the bank.

Requirements

  • 3 years of professional experience in accounting, auditing, and financial forecasting, preferably in a government/public sector employer.
  • Bachelor's Degree required, preferably in accounting, business, or a related field.
  • Proficiency in Microsoft Excel, including advanced functions such as VLOOKUP, pivot tables, and macros.

  • Additional years of experience in lieu of degree may be considered.
