About the position

The Budget Analyst in the Finance Department of Dona Ana County plays a crucial role in supporting county administration by controlling and monitoring revenues and expenditures. This position is under the direction of the Budget and Research Officer and involves developing and monitoring the County's annual budgets. The analyst will coordinate with various departments and community partners that receive funding from the County, ensuring that all financial activities align with established guidelines and regulations. The role requires performing research and planning related to budget and finance, which is essential for informed decision-making within the county administration. In this position, the Budget Analyst will assist in the development of budgets by preparing regular and special budgets in a timely manner, adhering to County deadlines. The analyst will provide advice and technical assistance regarding cost analysis and fiscal allocation, ensuring that budget estimates are complete, accurate, and compliant with procedures and regulations. Additionally, the analyst will prepare and monitor the annual budget, which may involve presenting and explaining budgetary details to management and the commission. The role also includes assisting in the preparation of budget instructions, calendars, and worksheets, as well as financial reports for the state. The Budget Analyst will analyze monthly accounting reports to maintain revenue and expenditure controls, providing ongoing advice and technical assistance with cost analysis and budget revisions. This includes summarizing budgets and submitting recommendations for fund requests, as well as preparing regular and special budget reports. The analyst will review operating budgets to analyze trends affecting budget needs and produce budget status reports for management every thirty days. Ensuring that budget adjustments comply with County and DFA regulations, grantor requirements, or program changes is also a key responsibility. Furthermore, the analyst will coordinate with partners funded by the County through contracts, grants, and other public appropriations, examining budget estimates for completeness and accuracy. The role may involve additional duties as assigned, requiring a proactive approach to problem-solving and effective communication skills to present information clearly and respectfully to various stakeholders.

Responsibilities

  • Assist in budget development including preparing regular and special budgets in a timely manner within County deadlines.
  • Provide advice and technical assistance with cost analysis and fiscal allocation.
  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Prepare and monitor the annual budget and may present and explain it to management and commission.
  • Assist with the preparation of budget instructions, calendar, and worksheets.
  • Assist in the preparation of financial reports for the state.
  • Assist in the maintenance of all position budgets.
  • Analyze monthly accounting reports to maintain revenue and expenditure controls.
  • Summarize budgets and submit recommendations for the approval or disapproval of funds requests.
  • Prepare regular and special budget reports.
  • Review operating budgets to analyze trends affecting budget needs and produce budget status reports for management every thirty days.
  • Ensure that budget adjustments are made in accordance with County and DFA regulations, grantor requirements, or program changes.
  • Prepare information illustrating financial and statistical data for various budget documents and analyze economic trends as required.
  • Coordinate with partners funded by the County including examining budget estimates for completeness and accuracy.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, Accounting, Finance, or a related field.
  • Three (3) years of professional experience in accounting, with a preference for experience in budget preparation, analysis, and monitoring.
  • Experience with governmental budgets is preferred.
  • Must possess a valid driver's license and maintain a satisfactory driving record in accordance with County policy.
  • Must pass background, credit, and driving record check.
