About the position

The Budget Analyst (Fiscal Analyst 4) at South Seattle College is responsible for coordinating and monitoring special fund budgets within the Budget and Business Operations department. This role involves reviewing and processing expenditure documents, managing budget accounts, and providing guidance to fiscal point employees. The position requires a strong understanding of financial systems and accounting principles, as well as the ability to analyze complex financial data and prepare detailed reports. The analyst will work closely with various departments to ensure accurate budget management and compliance with regulations.

Responsibilities

  • Coordinate and monitor budget accounts for operating, contract, capital, and other budgets as assigned.
  • Maintain detailed and accurate budget, financial, and project records.
  • Approve and set up appropriate budget accounts and budget revisions, including proper budget coding.
  • Provide guidance and collaborate with fiscal point employees in developing and revising budgets.
  • Conduct cost estimates, projections, and forecasts across major campus programs.
  • Manage, lead, and coordinate budget and finance projects as required by college leadership.
  • Prepare allocation of budgets and Certificates of Participation by college and fund type.
  • Independently prepare budget status and analytical reports using Excel and other tools.
  • Respond to budget concerns from departments and work on corrective actions.
  • Assist in daily monitoring of the college's financial activity, including accounts payable and receivable.
  • Work closely with district and college personnel to reconcile account balances.
  • Monitor budgetary elements of position control and advise on fiscal resources.
  • Analyze complex financial and statistical data and prepare comprehensive reports.
  • Develop testing procedures and interpret budget rules and regulations.
  • Serve as campus representative in meetings with external agencies and vendors.
  • Create, prepare, and process invoices and documentation for grants and contracts.

Requirements

  • Bachelor's degree in business administration, accounting, finance, or a related field.
  • Demonstrated ability to plan, organize, prioritize, and meet deadlines.
  • Ability to perform complex mathematical and statistical calculations accurately.
  • Experience in developing, analyzing, documenting, and monitoring budgets.
  • Proficiency in Microsoft Office products for fiscal and statistical presentations.
  • Knowledge of generally accepted accounting principles and procedures (GAAP).
  • Experience with ERP systems and financial systems.
  • Excellent written and verbal communication skills.

Nice-to-haves

  • Familiarity with state rules, regulations, codes, and policies.
